Book excerpt: According to the Fifth Annual Employment-Unemployment Survey of the Ministry of Labour and Employment, 45.7 percent of India's workforce in 2014-15 was employed in agriculture. Around 13 to 14 percent of India's national income originates from the agricultural sector. Agricultural sector, thus, occupies a key position in the Indian economy, at least in terms of employment. Regrettably, agricultural sector in India has been witnessing loss of dynamism in recent years. The sector, as a whole, has showed poor performance lately. Signs of agrarian distress are visible in parts of the country. The spate of suicides by farmers in some areas is the most disconcerting manifestation of this distress. Marginal and small farmers have borne the brunt of the adverse circumstances in agriculture. Agricultural crisis has increased overtime due to a number of reasons but mainly owing to widening disparities between agricultural and non-agricultural sectors, resulting in burgeoning gap between the incomes generated per worker from the two sectors. Concerned by the slow growth in the agriculture and allied sectors, the Government of India has launched a series of programmes/schemes in recent years to rejuvenate agriculture and improve farm incomes. These, inter alia, have included the following: Rashtriya Krishi Vikas Yojana (RKVY) Pradhan Mantri Kisan SAMPADA Yojana Doubling Farmers Income by 2022-23 Pradhan Mantri Fasal Bima Yojana (PMFBY) Pradhan Mantri Krishi Sinchai Yojana (PMKSY) Farm Loan Waivers Under National Agriculture Market (e-NAM), farmers can sell their produce on the internet. e-NAM is envisaged as a pan-India electronic trading portal which seeks to network the existing agricultural produce market committees (APMCs) and other market yards to create a unified national market for agricultural commodities. e-NAM is a virtual market but it has a physical market (mandi) at the back end. India's future agricultural development will require much faster crop diversification in view of changes in consumption pattern. There is growing preference for milk and milk products, meat, poultry, fish, fruits and vegetables. Areas like horticulture and floriculture also hold promise as they have higher export potential. Accelerating the rate of growth of agricultural production must be seen as central to a more inclusive growth. It is imperative that the problems of farmers are addressed with a sense of urgency. The present work focuses on the issues and concerns impacting the Indian agriculture. More importantly, it explains the key reform measures undertaken in recent years to mitigate agrarian distress, modernize agriculture and improve the economic conditions of the farmers, particularly small and marginalized ones.

If the institutional set up is exploitative, it will discourage the adoption of efficient technology. Unfortunately, in India, the institutional settings of the farm/agriculture sector are not congenial for the use of modern agricultural techniques. Although the zamindari system - a system of landholding and revenue collection - was abolished soon after India's independence in 1947, it continues to exist in a different form. Land reform laws have proved ineffective and therefore many large landlords still rule the roost in rural areas. As a result of population growth, there is tremendous pressure on available land. This has led to overcrowding and, hence, the sub-division and fragmentation of holdings. Small-sized and scattered holdings imply wastage of time and labor, difficulties in the use of modern techniques, and quarrels and litigation among farmers. As well, the institution of money lending is the greatest curse for India's poor and illiterate rural citizens. The exploitative practices of the moneylenders are no secret. This book examines the institutional framework of Indian agriculture, and reforms thereof, pertaining to land management, land reforms, agricultural credit, marketing of agricultural produce, public procurement of agricultural produce, and related areas.

Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform. Community-based policy solutions, new coalitions for policy reform, fresh approaches to the policy debate, innovative and consensus-oriented forms of deliberation, and effective use of research-based knowledge can all make positive contributions to Indian policy reform. These indicators, developed by the OECD, are already used regularly in the analysis of the agriculture and food sector in 51 OECD countries and emerging economies and are now available for India for the first time. Government intervention in India is found to provide both negative and positive support to agriculture, with market and trade interventions often depressing prices, while subsidies to fertilisers, water, power and other inputs incentivise their use. This reveals the inherent difficulty in attempting to secure remunerative prices and higher incomes for farmers, while at the same time keeping food prices low for consumers. The report also points to policy-induced pressures on natural resources such as water and soil. Detailed recommendations are offered which, if implemented, have the potential to improve farmers' welfare, reduce environmental damage, alleviate some of the pressure on scarce resources, better prepare the sector for climate change, improve food and nutrition security for the poor, improve domestic market functioning and position India to participate more fully in agro-food global value chains.
