Book excerpt: This handbook examines agricultural and rural development in Africa from theoretical, empirical and policy stand points. It discusses the challenges of the United Nations Sustainable Development Goals (SDGs) and assesses how poverty and other development concerns can be addressed in rural communities through agricultural transformation. Additionally, the handbook extends the Post-2015 Development Agenda and it emphasizes the importance of the agricultural sector as it is closely related to the issues of food sustainability, poverty reduction, and employment creation. The contributors suggest multiple evidence-based policies to develop the rural areas through the transformation of the agricultural sector which can significantly benefit the African continent.

The first concerns general issues and themes on women and development (WID). The second involves the results of the Women in Argricultural Development Project (WIADP), a project designed and directed by the author in the 1980s. The author examines the results of the project, which include data sets, specific research findings, and policy changes in Malawi. The book deals with issues affecting both men and women farmers in the smallholder sector. It looks at activities that female and male government workers in the agricultural sector performed in order to raise general awareness of women's agricultural work and to provide agricultural services to smallholder farmers, particular women. This volume also touches on several of the author's experiences after WIADP, including serving as director for the Food and Agriculture Organization, (FAO)'s global program on women in agriculture; creating and supervising a training program on Gender Analysis; and supervising a portfolio of WID projects in Africa, Asia, Latin America, the Caribbean, and Near East.

Available in PDF, EPUB and Kindle. Book excerpt: Rapid structural transformation and urbanization are transforming agriculture and food production in rural areas across the world. This textbook provides a comprehensive review and assessment of the multi-faceted nature of agriculture and rural development, particularly in the developing world, where the greatest challenges occur. It is designed around five thematic parts: Agricultural Intensification and Technical Change; Political Economy of Agricultural Policies; Community and Rural Institutions; Agriculture, Nutrition, and Health; and Future Relevance of International Institutions. Each chapter presents a detailed but accessible review of the literature on the specific topic and discusses the frontiers in research and institutional changes needed as societies adapt to the transformation processes. All authors are eminent scholars with international reputations, who have been actively engaged in the contemporary debates around agricultural development and rural transformation.

Available in PDF, EPUB and Kindle. Book excerpt: The structural adjustment efforts under way since the early 1980s have emphasized the liberalization of agricultural prices and markets and have led to a vigorous debate about the appropriate roles of the private and public sectors. This paper examines the causes of state intervention prior to independence as well as post-independence experience with marketing parastatals and cooperatives in Cameroon, Kenya, Malawi, Nigeria, Senegal and Tanzania. This analysis is followed by an overview of the content and outcomes of the marketing and pricing liberalization programs. The focus is on the pricing and marketing of traditional export and food crops, which in these countries constitute well over 90 percent of the area harvested, value added and employment created in agriculture. The paper is not concerned with dairy, livestock or horticultural crops - areas in which government intervention has been less obtrusive and in which the private sector has played an important role.

Available in PDF, EPUB and Kindle. Book excerpt: By most accounts, rural Malawi has lacked dynamism in the past decade. Growth has been mostly volatile, in large part due to unstable macroeconomic fundamentals evidenced by high inflation, fiscal deficits, and interest rates. When rapid economic growth has materialized, the gains have not always reached the poorest. Poverty remains high and the rural poor face significant challenges in consistently securing enough food. Several factors contribute to stubbornly high rural poverty. They include a low-productivity and non-diversified agriculture, macroeconomic and recurrent climatic shocks, limited non-farm opportunities and low returns to such activities, especially for the poor, and poor performance from some of the prominent safety net programs. The Report proposes complementary policy actions that offer a possible path for a more dynamic and prosperous rural economy. The key pillars of this comprise macroeconomic stability, increased productivity in agriculture, faster urbanization, better functioning safety nets, and more inclusive financial markets. Some recommendations call for a reorientation of existing programs such as the Malawi Farm Input Subsidy Program (FISP) and the Malawi Social Action Fund Public Works Program (MASAF-PWP). Others identify promising new areas of intervention, such as the introduction of digital IDs and biometric technologies to enhance the reach of mobile banking and deepen financial inclusion. Finally, and importantly, the report recommends the scaling up of investments on girls’ secondary education to curb early child marriage and early child bearing among adolescents. This will empower women at home and work and bend the trajectory of fertility rates in rural areas in order to boost human development and reduce poverty.

Book excerpt: Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The book’s recommendations and insights should be useful to national policymakers and the development community, who can adapt this knowledge to local contexts and use it as a foundation for further research.

Its importance for livelihoods cannot be overstated. 94 percent of rural residents and 38 percent of urban residents engage in agriculture to some extent (Jones, Shrinivas, and Bezner-Kerr 2014), the vast majority as smallholder farmers with landholdings of less than one hectare. Smallholder crops are primarily maize—which accounted for nearly 80 percent of smallholder-cultivated land in 2011 —followed by cassava and other food crops (FAO 2008; IFAD 2011). These foods are grown for household consumption and for sale at local and regional markets. As such, the Malawian food supply, especially in rural areas where markets are thin with few buying or selling options, is shaped largely by trends in smallholder food-crop production

Book excerpt: The links between agricultural growth and the rural nonfarm economy, known to be strong in Asia, are weaker in Africa but still important to the rural poor. Crucial for strengthening these links are policies and investments that (1) promote smallholders, (2) improve rural infrastructure, (3) encourage commerce and services, (4) foster the development of rural towns, and (5) explicitly recognize women as key actors in rural development.
