Book excerpt: Poor rural households in vulnerable sub-Saharan Africa (SSA) countries have suffered - and will increasingly suffer - losses and damages due to climate change. These losses and damages put at risk the international commitment to meeting the Sustainable Development Goals. The international community is currently discussing a large scale increase in the financing of development assistance to meet this challenge. This note advances a set of propositions to guide international aid in addressing losses and damages due to climate change. The basic principle is that rather than focusing on targeted transfers to compensate for losses and damages - that will only increase over time and become prohibitively expensive -, the international community and SSA governments should seek to create income opportunities for affected rural households through a renewal of the role of agriculture for development, where under-investment relative to potential remains massive. We identify for this a sequence of steps that include Asset Building (land and human capital), Green Revolution (staple crops), Agricultural Transformation (high value crops and animal products), and Rural Transformation (rural-based Small and Medium Enterprises in agroindustry and agricultural services), ultimately converging to Structural Transformation (urban-based manufacturing and services). Successful implementation of this sequence is guided by seven propositions as to how to invest in agriculture for development in the context of climate change. Given the challenge of climate change, more than ever addressing the issue of risk reduction is a key component (on the demand side) of expected success in attracting private investment in agriculture. This can be achieved through irrigation, adoption of climate resilient crops and animals, index insurance, and parametric pre-committed lines of credit. We also review (on the supply side) results from experimental studies as to how to mobilize private funds for investment in agriculture through microfinance and commercial banks.

It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.

Social representations are, from a social science point of view, no epiphenomena of 'real' issues, but the very fabric of individual reality and, building on that, collective decision making. If climate change is not socially represented, it is not there in a society. We brie y characterise the Indian climate discourse, which we perceive as being more complex (heterogeneous) than the European or American one. After a brief look at other studies of climate change perceptions, we turn to our own small sample of qualitative interviews (n=16) in Hyderabad, covering a broad range of issues. We then focus on the way our respondents do represent climate change in the context of weather changes, of its causes, and of possible solutions. We present a typology of cognitive maps of climate change, and relate them to the lifestyle and the social context of the respondents that adhere to it. We also try to identify some starting points for a meaningful climate change discourse in Hyderabad, aiming at the improvement of both local adaptation and local mitigation. The report ends with some general conclusions.
