Book excerpt: Published estimates of the price elasticity of residential electricity demand range from -0.29 to -0.70, for analyses based on household level data; however, the area level estimates from range from -0.02 to -0.15. A similar pattern has been reported for estimates of the income elasticity of residential demand for electricity. Each published study relied on one type of data set (aggregated or disaggregated) and these datasets cover different time periods and locations. This raises the question: does the pattern generated by the published results reflect systematic differences generated by the use of aggregated vs. disaggregated data, or does the pattern reflect random variations in the study settings? In this research the hypothesis has been tested that the pattern generated by the published results reflects the use of aggregated vs. disaggregated data, by constructing both an individual-level dataset and a county-level dataset for one state (State of Nevada) covering the period from 2005 to 2011. Both datasets have been used to estimate household and utility level price and income elasticities of residential demand for electricity. This research shows the same pattern reported in the published studies: the magnitude of the estimated price elasticity generated by the disaggregated data exceeds the magnitude of the estimate generated by the disaggregated data. However, the magnitudes of the two income elasticities do not follow the same pattern.

The hypothesis is maintained that the aggregate residential demand is the sum of various end-use demand components. Since the end-use composition changes over time, the demand relationship may change as well. Since the end-use composition differs among regions, the results obtained from this study can be used for making inferences about regional differences in electricity demand relationships. There are two additional sources for a possible structural change. One is that consumers may react differently to declining and rising prices, secondly, the impact of the 1973 oil embargo may have shifted demand preferences. The electricity demand model used for this study is presented. A moving regression method was employed to investigate changes in residential electricity demand over time. The statistical results show a strikingly consistent pattern of change for most of the structural variables. The most important finding of this study is that the estimated structure of residential electricity demand changes systematically over time as a result of changes in the characteristics (both durability and saturation level) of the stock of appliances. Furthermore, there is not strong evidence that the structural changes in demand occurred due to either the reversal of the declining trend of electricity prices or the impact of the 1973 oil embarge. We study the dynamics of residential electricity demand by exploiting price variation arising from a natural experiment: the introduction of an Illinois policy that enabled communities to select electricity suppliers on behalf of their residents. Participating communities experienced average price decreases in excess of 10 percent in the two years following adoption. Using a flexible difference-in-differences matching approach, we estimate a one-year price elasticity of -0.14 and three-year elasticity of -0.29. We also present evidence that consumers increased usage in anticipation of the price changes. Finally, we estimate a forward-looking demand model and project that the price elasticity converges to a value between -0.30 and -0.35 after ten years. Our findings demonstrate the importance of accounting for long-run dynamics in this context.

A network thermal model provides unit energy consumptions for alternative heating and cooling systems across time. Monthly billing data matched to NIECS is analyzed permitting seasonal estimation of the demand for electricity and natural gas by households.The theory of price specification for demand subject to a declining rate structure is reviewed and tested. Finally, consistent estimation procedures are used in the presence of possible correlation between dummy variables indicating appliance ownership and the equation error. The hypothesis of simultaneity in the demand system is tested.Conditional moments in the generalized extreme value family are derived to extend discrete continuous econometric systems in which discrete choice is assumed logistic. An efficiency comparison of various two-stage consistent estimation techniques applied to a single equation of a dummy endogenous simultaneous equation system is undertaken and asymptotic distributions are derived for each estimation method.

Book excerpt: With the emergence of China as the world's largest energy consumer, the awareness of developing country energy consumption has risen. According to common economic scenarios, the rest of the developing world will probably see an economic expansion as well. With this growth will surely come continued rapid growth in energy demand. This paper explores the dynamics of that demand growth for electricity in the residential sector and the realistic potential for coping with it through efficiency. In 2000, only 66% of developing world households had access to electricity. Appliance ownership rates remain low, but with better access to electricity and a higher income one can expect that households will see their electricity consumption rise significantly. This paper forecasts developing country appliance growth using econometric modeling. Products considered explicitly - refrigerators, air conditioners, lighting, washing machines, fans, televisions, stand-by power, water heating and space heating - represent the bulk of household electricity consumption in developing countries. The resulting diffusion model determines the trend and dynamics of demand growth at a level of detail not accessible by models of a more aggregate nature. In addition, the paper presents scenarios for reducing residential consumption through cost-effective and/or best practice efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, which allows for a realistic assessment of efficiency opportunities at the national or regional level. The past decades have seen some of the developing world moving towards a standard of living previously reserved for industrialized countries. Rapid economic development, combined with large populations has led to first China and now India to emerging as 'energy giants', a phenomenon that is expected to continue, accelerate and spread to other countries. This paper explores the potential for slowing energy consumption and greenhouse gas emissions in the residential sector in developing countries and evaluates the potential of energy savings and emissions mitigation through market transformation programs such as, but not limited to Energy Efficiency Standards and Labeling (EES & L). The bottom-up methodology used allows one to identify which end uses and regions have the greatest potential for savings.
