Book excerpt: This paper analyzes the location choice determinants of French first-time investments in Europe, North America and North Africa. Firm locations are examined on two geographical scales, the national and regional level. The final sample comprises 307 location decisions in 27 countries and across 45 regions. Both, location- and firm-specific variables are used for analysing the investment strategy of French firms. The results show that higher market demand and cultural proximity to France increase the likelihood of a particular location to be chosen, whereas higher labour cost and a larger distance between a foreign location and the headquarters deter FDI investments. Manufacturing and older companies are more likely to establish their first subsidiary in Eastern Europe. Furthermore, this study examines the extent to which French investors choose foreign locations that already host a significant number of French firms. The results obtained from regressions with various absolute and relative agglomeration measures suggest that French investors are rather attracted by firm cluster in general, or by the unobserved factors that led to the agglomeration in the first place, than by any nation-specific firm cluster.

It finds strong differences in these economies arising from both measurement and study-specific characteristics. Economies generated from domestic rather than foreign activity have the strongest effects on FDI, with the latter only significant if related to the home country of the investor. Support is also found for studies that identify different sources of agglomeration economies, although this is largely underexplored in the empirical literature. The average agglomeration economies estimate is not influenced by publication bias and indicates genuine effects for agglomeration economies on FDI location choice.

Book excerpt: This paper investigates the effects of agglomeration economies and state-level promotion policies on the location of foreign direct investment (FDI) in the United States between 1977 and 1996. Specifically, it analyzes the level of foreign-owned real gross property, plant, and equipment (PPE) using a stock-adjustment model of investment in a dynamic panel data framework. We find that agglomeration forces measured in terms of same-country PPE in adjacent states had a robust 0.15 elasticity on own-state, same-country investment. Although the adjustment towards equilibrium levels of investment appears to have been slow, it was much quicker in states that attracted automobile investment or that shared metropolitan areas with other states. General investment incentives do not seem to have had an effect on the location of FDI, but policies targeting multinational enterprises (i.e., unitary taxation and state foreign offices) had an effect on the level of inward investment as measured by PPE.

Book excerpt: The impact of agglomeration economies in African urban development has not been clearly measured yet. To inform the debate on their existence and their intensity, there is a need for empirical studies providing new evidence on agglomeration effects in the African region. In this research we contribute in bridging this gap by investigating, through a structural estimation approach, the impact of agglomeration economies and forward linkages on the localization of French affiliates in Africa. Using a sample of French subsidiaries in Africa, we compare the theoretically derived measure of market potential with the standard form used by geographers and with a measure of local demand. Our results show that Market Potential matters for location choice. However, the semi-elasticity estimates suggest that the intensity of demand linkages in Africa is lower than what has been observed in the European Union. Moreover, their effects seem to be insignificant when we consider the spillover variables. These spillover effects have a positive and significant impact on location which suggests that agglomerations effects are at play throughout Africa.

We use firm-level data and geographic information on French zip-codes for 1993-2002. Poisson and Negative Binomial panel data models are estimated as they naturally allow for large sets of location choices with frequent zero outcomes and control for unobserved zip-code heterogeneity. To measure the geographic extent of location externalities we compute localization, urbanization and congestion variables for neighboring regions. We separately analyze the scale effects stemming from exporting and non-exporting firms. Our results show that agglomeration economies at zip-code level strongly effect the location decision of industrial establishments and find the presence of agglomeration shadows, one of the core predictions of the standard New Economic Geography formulations. -- Firm Location ; Agglomeration Economies ; Agglomeration Shadows
