It finds strong differences in these economies arising from both measurement and study-specific characteristics. Economies generated from domestic rather than foreign activity have the strongest effects on FDI, with the latter only significant if related to the home country of the investor. Support is also found for studies that identify different sources of agglomeration economies, although this is largely underexplored in the empirical literature. The average agglomeration economies estimate is not influenced by publication bias and indicates genuine effects for agglomeration economies on FDI location choice.

Book excerpt: This paper investigates the effects of agglomeration economies and state-level promotion policies on the location of foreign direct investment (FDI) in the United States between 1977 and 1996. Specifically, it analyzes the level of foreign-owned real gross property, plant, and equipment (PPE) using a stock-adjustment model of investment in a dynamic panel data framework. We find that agglomeration forces measured in terms of same-country PPE in adjacent states had a robust 0.15 elasticity on own-state, same-country investment. Although the adjustment towards equilibrium levels of investment appears to have been slow, it was much quicker in states that attracted automobile investment or that shared metropolitan areas with other states. General investment incentives do not seem to have had an effect on the location of FDI, but policies targeting multinational enterprises (i.e., unitary taxation and state foreign offices) had an effect on the level of inward investment as measured by PPE.

Book excerpt: This paper analyzes the location choice determinants of French first-time investments in Europe, North America and North Africa. Firm locations are examined on two geographical scales, the national and regional level. The final sample comprises 307 location decisions in 27 countries and across 45 regions. Both, location- and firm-specific variables are used for analysing the investment strategy of French firms. The results show that higher market demand and cultural proximity to France increase the likelihood of a particular location to be chosen, whereas higher labour cost and a larger distance between a foreign location and the headquarters deter FDI investments. Manufacturing and older companies are more likely to establish their first subsidiary in Eastern Europe. Furthermore, this study examines the extent to which French investors choose foreign locations that already host a significant number of French firms. The results obtained from regressions with various absolute and relative agglomeration measures suggest that French investors are rather attracted by firm cluster in general, or by the unobserved factors that led to the agglomeration in the first place, than by any nation-specific firm cluster.

This paper examines the determinants of FDI at a regional level in Hungary and more particularly assesses the importance of agglomeration effects among determinants. A panel model of the location determinants of FDI in Hungary is developed and estimated. Empirical testing suggests that counties with higher labour availability, greater industrial demand and higher manufacturing density attract more FDI. Surprisingly, higher unit labour costs attract FDI. In addition, inter-industrial agglomeration economies and infrastructure availability are found to be important.

Book excerpt: Coast-interior gap in attracting foreign direct investment (FDI) in China has been seen increasing; however, the diffusion trend across provinces has become more obvious. The determinants of regional distribution of FDI among Chinese provinces have been examined using data in 28 Chinese provinces from 1985 to 2007. Alternative theories divided determinants explaining FDI location into three subgroups: agglomeration economies, comparative advantage and location tournaments. The results provide support for the agglomeration hypothesis and some determinants in comparative advantages. Among four proxies for comparative advantages, wage and GDP per head have expected effect on FDI while the effect of infrastructure is statistically insignificant. Surprisingly, human capital shows a puzzling opposite sign at high significant level. Tax rate, a proxy for location tournament, shows a significant and negative effect on FDI. Tax incentives seem to magnify the role of agglomeration economies, but the effect of GDP per capita is diminished when tax is included in the regression.

Book excerpt: This study examines the location of manufacturing foreign direct investment (FDI) in the United States, focusing on taxes and incentives relative to agglomeration as determinants. Using a panel Poisson regression with random effects, we model the probability of site selection in U.S. states and counties. The results reveal that localization and urban agglomeration economies clearly exert the most influence on FDI location. The localization estimate, as captured by the number of domestic manufacturing establishments, has an elasticity of 0.92. Urbanization economies, measured by the area's wage premium, have an elasticity of 1.31. Among taxes and incentives, the investment tax credit (as a share of value added) is statistically significant, with an elasticity of 1.56. Further analysis reveals that this incentive is only significant in counties that rank in the highest quartile of existing manufacturing agglomeration. In areas falling in the lowest quartile of agglomeration, our estimates indicate that job training subsidies may attract FDI location. The property tax, the job creation tax credit, and research and development tax credit have no measurable effect on the location decisions of foreign manufacturers. In addition, the distance from the foreign-owned plant to a major airport, often overlooked as a determinant in location studies, appears to be attractive.
