Book excerpt: Second-rank cities are back on the academic scene, capturing the interest of scholars with their unexpected recent performance with respect to first-rank cities. Looking at the data on average urban GDP growth in 139 European cities since 1996, the relatively strong position of large cities (over 1.5 million inhabitants) on national growth coincides with the periods of fastest expansion, while at times of slowdown second-rank cities prevail. Especially in the recent period of economic downturn, second-rank cities have recorded annual GDP growth rates much less negative than those of capital cities; and in some European countries, like Austria and Germany, all cities have outperformed their capitals. In explaining this phenomenon, linking urban dynamics to agglomeration theories seems the most interesting approach. However, merely to link agglomeration economies to urban size in order to interpret urban performance is neither convincing nor sufficient, and it calls for additional investigation into how agglomeration economies work. This volume claims that interpretation of the current dynamics in European urban systems – especially in the western part of Europe – would benefit from exploitation of the traditional concept of agglomeration economies. However, necessary for this purpose are more in-depth considerations on the nature, scope, intensity, and causes of agglomeration economies which do not relate their existence solely to urban size. And this is where the main challenge for scholars lies, in the interpretation of the missing link between agglomeration economies and urban dynamics. Improving the quality and availability of transport infrastructure linking smaller urban areas to the rest of the interregional network would improve manufacturing plants' access to markets and would give standardized manufacturing activities a chance to move out of large, costly urban centers to lower cost secondary centers. "New" economic geography theory and the development of innovative methods of analysis have renewed interest in the location and spatial concentration of economic activities. Lall, Shalizi, and Deichmann examine the extent to which agglomeration economies contribute to economic productivity. They distinguish three sources of agglomeration economies: * At the firm level, from improved access to market centers. * At the industry level, from enhanced intra-industry linkages. * At the regional level, from inter-industry urbanization economies. The input demand framework they use in analysis permits the production function to be estimated jointly with a set of cost shares and makes allowances for nonconstant returns to scale and for agglomeration economies to be factor-augmenting. They use firm-level data for standardized manufacturing in India, together with spatially detailed physio-geographic information that considers the availability and quality of transport networks linking urban centers--thereby accounting for heterogeneity in the density of transport networks between different parts of the country. The sources and magnitudes of agglomeration vary considerably between industrial sectors. Their results indicate that access to markets through improvements in interregional infrastructure is an important determinant of firm-level productivity, whereas the benefits of locating in dense urban areas do not appear to offset the associated costs. Improving the quality and availability of transport infrastructure linking smaller urban areas to the rest of the interregional network would improve market access for manufacturing plants. More specifically, we analyse whether the agglomeration externalities effects vary according to the development stage (Old vs New Europe), the specialisation pattern (low-tech manufactures vs knowledge intensive sectors) and the settlement typology (urban vs rural areas). We also analyse the potential influence of regional intangible assets such as human and technological capital. The econometric analysis is carried out over the period 1996-2007 for 13 industries located in the 276 regions of the EU27 member countries and it makes use of spatial econometric techniques to take into account the possibility of cross-border externalities.
