Throughout the book theoretical analysis is combined with rigorous empirical testing using a large set of regional data at district level. In order to gain and robustify empirical results, recent methods in panel econometrics and spatial data analysis are employed. An overview on the extent of key regional labor market disparities in Germany is given. The book enables to assess our current understanding of the role of locational issues in causing those disparities, and thus to understand the basic justification of regional policy.

Fearing imminent defeat by the superior Venetian forces stationed on the island, the admiral decided to trick the sultan out of the idea. As the story goes, he placed a candle on his naval map, allowing the wax to drip on the tiny island until it was completely covered. Then he exclaimed in false surprise, “Malta Yok!” (There is no Malta!), and convinced the sultan to sail his fleet to the Island of Crete instead. Although Malta is not featured in this volume, most of the countries it covers are of “wax drip” size. Intuitively, it may be expected that everything in small countries is diminutive: distances, population, economies, and even regional inequalities. Thus, at a symposium on “The Challenge of Development” convened in Israel in 1957 to mark the inauguration of a new building for the Department of Economics at the Hebrew University of Jerusalem, the eminent US economist Simon Kuznets stated that “developed small states seem to have succeeded in spreading the fruits of economic growth more widely among their populations than the larger states at comparable levels of income per capita”.

Book excerpt: The main aim of this paper is to study the European regional disparities in the labour market, considering the regional productive structures and some regional institutional variables. It is widely known that one of the EU's most important stylized facts is the regional disparities among regions. Such differences are related mostly to the income per capita and to the labour market captured through the unemployment rates. In a recent paper (Amendola, Caroleo Coppola, 2004) we analyzed the economic structure of the EU's regions through some proxies of the productive assets and of the labour markets. In this paper we estimate a panel data model where the dependent variable is the regional unemployment rate and the independent variables are some variables related to the productive structure and some regional institutional aspects. The results we obtain confirm that the institutional variables, such as the centralization of wage bargaining, the decentralization of public expenditure and the bureaucracy level, have an important impact on the unemployment rates.

Book excerpt: Why are regional unemployment differentials in Europe so persistent if, as the wage curve literature demonstrates, there is no compensation in labour markets? We hypothesize that workers in high-unemployment regions are compensated in housing markets. Modelling regional unemployment differentials as a consequence of centralized wage bargaining, we show that clearing of land markets may undo the incentive for workers to migrate to low-unemployment regions in general equilibrium. The compensating differentials hypothesis is tested on city-level data for several countries. Controlling for variation in income and amenities, housing is found to be about 3 percent less expensive on average in cities where unemployment is 10 percent up. An analysis of housing demand survey data, which takes account of housing heterogeneity, yields a similar negative relationship. The magnitude of the income effect generated by this compensating differential is consistent with a -0.10 wage curve elasticity. These findings weaken the case for regional support programs.

To identify the causes of this disparities, we assess the relative contribution of locational characteristics to regional employment growth in the United States from 2001 to 2010 by estimating an employment growth model with the spatial-lag effect. Results show that, at the margin, congestion effects dominate localized scale externalities in urban counties. A diverse industrial structure and rich human capital are the main factors that contribute to regional disparities in employment growth. Significant spatial-lag effects indicate that spatial targeting and regional coordination are necessary to maximize the effectiveness of employment growth policies.

[...] Further, the lower the commuting costs, the larger is the range of transportation costs for which the unemployment rate is lower in the agglomeration compared with the periphery. [...] Further, the area in which the unemployment rate is lower in the agglomeration compared with the periphery is always a subset of the area in which the full agglomeration is stable. [...] This is because the effect of commuting on the attractiveness of a region depends not only on the size of the region, but also on the wages in that region, and thus on the strengths of the centripetal forces.
