L'Agenda 21 local est créé pour aider au développement local durable. Ce cadrage se développe rapidement en milieu urbain et néglige trop souvent le milieu rural. Le rural relève de l'espace préservé et peut, à ce titre, devenir un lieu d'intervention pour être un véritable modèle pour la société. Ce travail porte donc sur le thème "Agenda 21 et petites villes", à savoir de quelles manières le développement durable, via l'Agenda 21 local, s'applique-t-il dans l'aménagement des communes en milieu rural ? Pour illustrer ces propos, les exemples de Delme et Marsal sont utilisés. Ces communes n'ont pas d'Agenda 21 local à proprement parlé. Mais, par le biais des acteurs qui influencent leurs aménagements, il en existe de facto. L'Etat représente aussi un facteur essentiel par l'arsenal juridique mis à disposition et qui évolue constamment. Enfin, tous les projets d'aménagement participe plus ou moins à appliquer le développement durable.
