Although there were numerous reasons for the collapse of communism, it did not happen—as it may have seemed to some—overnight. Indeed, says Roman Szporluk, the root causes go back even earlier than 1917. To understand why the USSR broke up the way it did, it is necessary to understand the relationship between the two most important nations of the USSR—Russia and Ukraine—during the Soviet period and before, as well as the parallel but interrelated processes of nation formation in both states. Szporluk details a number of often-overlooked factors leading to the USSR's fall: how the processes of Russian identity formation were not completed by the time of the communist takeover in 1917, the unification of Ukraine in 1939–1945, and the Soviet period failing to find a resolution of the question of Russian-Ukrainian relations. Walker argues against much of the conventional wisdom and scholarly literature on the breakup, which emphasizes what he calls the 'demand side' of the problem, or the role of nationalist mobilization and the rise of separatist aspirations in the USSR's union republics. He points out that support for dissolution was limited to a handful of republics that included only a small portion of the Soviet population. Instead, the author highlights the critical role played by the USSR's ethno-federal system, as well as the normative claims and legitimizing myths of Soviet nationality policy. These institutions and myths empowered the anti-union opposition even in those union republics where they had limited support, and they help account for the highly ineffective strategy that Gorbachev adopted to overcome the USSR's 'nationality crisis.' Book excerpt: When the Bolsheviks seized power in 1917, they set themselves the task of building socialism in the vast landscape of the former Russian Empire, a territory populated by hundreds of different peoples belonging to a multitude of linguistic, religious, and ethnic groups. Before 1917, the Bolsheviks had called for the national self-determination of all peoples and had condemned all forms of colonization as exploitative. After attaining power, however, they began to express concern that it would not be possible for Soviet Russia to survive without the cotton of Turkestan and the oil of the Caucasus. In an effort to reconcile their anti-imperialist position with their desire to hold on to as much territory as possible, the Bolsheviks integrated the national idea into the administrative-territorial structure of the new Soviet state. In Empire of Nations, Francine Hirsch examines the ways in which former imperial ethnographers and local elites provided the Bolsheviks with ethnographic knowledge that shaped the very formation of the new Soviet Union. The ethnographers—who drew inspiration from the Western European colonial context—produced all-union censuses, assisted government commissions charged with delimiting the USSR's internal borders, led expeditions to study "the human being as a productive force," and created ethnographic exhibits about the "Peoples of the USSR." In the 1930s, they would lead the Soviet campaign against Nazi race theories . Hirsch illuminates the pervasive tension between the colonial-economic and ethnographic definitions of Soviet territory; this tension informed Soviet social, economic, and administrative structures. Book excerpt: Khazanov's astute assessments of ethnic and political strife in Russia, in Chechnia, in Central Asia, in Kazakhstan, among the Meskhetian Turks, and among the Yakut of Eastern Siberia illuminate the interconnections between nationalism, ethnic relations, social structures, and political process in the waning days of the USSR and in the new independent states. Exploring the Soviet nationality policy and its failure to satisfy national aspirations, Khazanov demonstrates the fatal flaws of totalitarian rule and the impossibility of reforming it. Khazanov cautions that the liberal democratic direction of current transformations in the former Soviet Union should not be taken for granted. For most of the independent states, he points out, departing from totalitarianism requires creation of a civil society for the first time in their history. The state's partial retreat from the public sphere leaves a dangerous institutional vacuum, in which nationalism is emerging as the dominant ideology. He warns that this new, post-totalitarian society is still a far cry from a genuine liberal democracy and, despite its inherent instability, may turn out to be a long-lasting phenomenon.
