Why is room for political opposition in most cases so severely limited? Under what circumstances has the political opposition been able to establish itself in a legitimate role in African politics? To answer these questions this edited volume focuses on the institutional settings, the nature and dynamics within and between political parties, and the relationship between the citizens and political parties. It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. This book was originally published as a special issue of Democratization.

Tracing Language Movement in Africa gathers eighteen scholars together to offer a truly multidisciplinary representation of language in Africa, combining insights from history, archaeology, religion, linguistics, political science, and philosophy. The resulting volume illuminates commonalities and distinctions in these disciplines' understanding of language change and movement in Africa. The volume is empirical -- aiming to represent language more accurately on the continent -- as well as theoretical. It identifies the theories that each discipline uses to make sense of language movement in Africa in plain terms and highlights the themes that cut across all disciplines: how scholars use data, understand boundaries, represent change, and conceptualize power. Book excerpt: How can effective and legitimate governance be ensured where state institutions are weak? This is a key question for domestic and international politics. One answer to this question that has received considerable attention in political science, but also among development agencies and international organizations, is virtuous circles of governance. In such circles, effective and legitimate governance are thought to be mutually reinforcing. The idea is that more effective governance leads to more legitimacy and more legitimacy to more effectiveness in governance. In many parts of the world, however, state institutions are weak and citizens perceive governance as ineffective and governance actors lack legitimacy. This places a large question mark behind the idea of virtuous circles of governance. Effective and Legitimate Governance in Areas of Limited Statehood asks: How likely are virtuous circles of governance to evolve in areas of limited statehood? The central claim of this book is that virtuous circles of governance are possible in areas of limited statehood, but more likely to evolve for external and non-state actors than for the state. The state is often part of the governance problem rather than the solution. Based on a new theoretical model for the interplay between effective and legitimate governance, the study provides in-depth empirical evidence for its argument by drawing on innovative qualitative and quantitative data. The case studies of Sub-Saharan Africa, Nigeria, and Afghanistan underline the key argument by considering state, external, and non-state actors. The book offers conceptual innovations, new empirical evidence, and policy recommendations of how to ensure effective and legitimate governance in areas of limited statehood.
