Book excerpt: In der aktuellen Globalisierungsdiskussion wird haufig die These vertreten, dass die dynamische Entwicklung des Welthandels, der Finanzmarkte sowie der neuen Informations- und Kommunikationstechnologien (IKT) eine zunehmende Marginalisierung schwacherer Volkswirtschaften, insbesondere der Lander Subsahara-Afrikas, zur Folge habe. Doch warum sollte gerade Afrika die Vorteile einer vollstandigen Partizipation an der Weltwirtschaft nicht nutzen (konnen)? Die vorliegende Arbeit zeigt, dass die gegenwartig marginale Stellung Afrikas in der Weltwirtschaft nicht auf die Globalisierung, sondern im Wesentlichen auf die Ineffizienz der Regierungsfuhrung sowie der institutionellen Ausstattung in den afrikanischen Landern selbst zuruckzufuhren ist. Entgegen vielen Befurchtungen scheinen sich die Lander Subsahara-Afrikas in den letzten Jahren grosstenteils in Richtung verstarkter Weltmarktintegration zu entwickeln. Weltweit wird Afrika zunehmend als wachsender Zukunftsmarkt mit grossem Potential wahrgenommen. Der relativ kostengunstige Einsatz moderner und fur den Kontinent geeigneter IKT kann hierbei die technologische Anbindung Afrikas erleichtern. Die Autorin: Jeanine Gareiss wurde 1972 in Hof geboren. Nach dem Abitur am Gymnasium Munchberg studierte sie von 1992 bis 1998 an der Universitat Bayreuth Betriebswirtschaftslehre und war anschliessend im elterlichen Unternehmen tatig. Seit 2003 arbeitet sie in Konzernunternehmen. Daneben fertigte sie die hier vorgelegte Arbeit als Dissertation an. 2007 wurde sie an der Rechts- und Wirtschaftswissenschaftlichen Fakultat der Universitat Bayreuth zum Dr. rer. pol. promoviert.

Denn das Lokale ist unter den Bedingungen der Globalisierung nicht mehr nur lokal, sondern immer auch global konstituiert. Zur Verst ndlichung der Relation des Lokalen mit dem Globalen muss daher genauer bestimmt werden, was das Lokale und was das Globale ist bzw. was diese beiden Kategorien ausmacht. Wie noch gezeigt werden wird, ist der Versuch einer genauen Bestimmung des Globalen problematisch, weil es im Gegensatz zum Lokalen keinen festen Ort hat. Soziales Handeln ist in dieser Arbeit also zentraler Bestandteil und der Schl ssel zur Beschreibung der Auswirkungen der Globalisierung auf das Lokale. Ausgehend von Till F rsters (2005) Aufsatz "Globalisierung aus einer Handlungsperspektive", werden die verschiedenen m glichen Handlungen lokaler Akteure bei der Auseinandersetzung mit Fremdem bestimmt. Das habe ich wahrlich nicht bereut. So habe ich dann vor interessierten Studierenden zwischen April und Juli 2006 im schönen Barockstädtchen Eichstätt eine Vorlesung zum Thema „Afrika in Geschichte und Gegenwart“ gehalten sowie ein Hauptseminar über „Entwi- lungspolitik im Zeitalter der Globalisierung“ durchgeführt. Im Juni und Juli 2006 habe ich vertragsgemäß die beiden öffentlichen Vorträge vor der Fakultät gehalten – nur marginal durch die Übertragung der Länderspiele im Rahmen der Fußballweltmeisterschaft abgelenkt. Die beiden Vorträge bildeten thematisch eine Einheit, weil die Dynamik der Globalisierung der gemeinsame aktuelle Ausgangspunkt für eine Art politische Ortsbestimmung unter besonderer - rücksichtigung kultureller Aspekte bildete. Während der erste Vortrag unter der Überschrift „Globalisierung – Segen oder Fluch? Afrika – Verlierer der Globa- sierung?“ firmierte, behandelte der zweite „die kulturelle Globalisierung“. - mit sollten die Herausforderungen der primär wirtschaftlich und technis- wissenschaftlichen Globalisierungsprozesse für die kulturellen Sinn- und Ori- tierungssysteme der Staaten zum Gegenstand der sozialwissenschaftlichen - flexion gemacht werden.
