A protocol adopted on 9 July 2002 envisioned such a force establishment by the African Union (AU) and designed to provide timely and efficient responses to a full spectrum of operations focused on the particular security challenges of the African continent. As currently structured and trained, the ASF will be able to conduct peace support missions and low intensity operations. Yet, there is a misalignment between the mandate requirements and the expected capabilities. Shortcomings are operational and logistical in nature and will hamper responsiveness, effectiveness and sustainability. In order to cope adequately with threats not initially taken into account, the AU should focus mainly on sustainability and operational flexibility which translates into structural changes for increased firepower at brigade level, the integration of enablers and a better leverage of partnerships and international cooperation.
