Book excerpt: This project addresses the issue of affordable housing in Charlotte and aims to provide a living environment that provides not only shelter but also a sense of ownership and gives each resident a sense of dignity and delight in their home. It fights against the stigma of traditional affordable housing projects where people tend to be segregated by not only race, but also socio-economic status, and the dispiriting hopeless aesthetic that generally distinguishes affordable housing. I chose to work in Charlotte, North Carolina, on a site near the South Corridor light rail line so that the residents would have easy access to the transit system and to direct the growth of that area to include housing of this type. Typically in Charlotte, in areas of growth, such as along the light rail corridors, revitalization occurs and pushes lower income families or individuals farther from the center city because of the increased interest in and value of the land. I have claimed a site bordered by busy streets, Tryon and West Boulevard, on the edge of the Wilmore neighborhood for the people of that neighborhood, so they can afford to continue to live here when all this growth has occurred.

Available in PDF, EPUB and Kindle. Book excerpt: Locally, regionally, and nationally, the lack of affordable housing is an urgent and ongoing issue. As elected officials rush to ramp up aid for the construction of affordable apartments, scholars and policymakers are asking how our present system of housing subsidies—both its strengths and its shortcomings—came into being. In this book, Thomas W. Hanchett takes a case-study approach, tracking low-rent housing in the growing city of Charlotte, North Carolina, from the beginnings of public housing circa 1940 to the present. Looking beyond policy battles in Washington, Hanchett tells an intimate history of how federal initiatives played out on the ground, making clear connections between the creation of federal housing programs and how agencies interacted with local and state forces to actually produce housing. Using Charlotte as a lens, Hanchett shows in detail how power brokers have clashed on all levels of government and yet have the ability to empower both citizens and elected officials to take action toward better housing for all, in North Carolina's most populous city and beyond.

Book excerpt: Affordable housing, regardless of federal subsidization, is lacking in both quality and quantity. Charlotte, with its wide shortage of affordable living units, exemplifies this issue. Despite these shortcomings, more can be done to help those utilizing the assistance of such residential programs, but a good place to start is the bare minimum: providing a roof. In order to reduce the strain of designing and building affordable housing, a Toolkit has been developed through the cross-examination and analysis of case studies which were accessed as a model to propel the inspiration of this project. The Toolkit defines three infrastructures: housing, economic, and community. These encompass the three areas of life which are necessary for socioeconomic stability and development. Pursuant to each of these infrastructures are the tactics and components recommended to a new or existing affordable housing development. Areas in need of affordable housing should be analyzed for each of these components, and if absent, attempt to amend the missing piece on site. Each infrastructure also lists the desired effects that, if implemented properly, this infrastructure will provide to the users of the development, and the community at large. Evaluation for the potential impacts the Toolkit could produce is demonstrated with the test subject Brookhill Village, a decaying affordable market rate development southwest of Charlotte's Uptown. It is hoped that this Toolkit will inform those in the practice, or in consideration of creating affordable housing, what residents truly need.

Book excerpt: Social spaces for interaction and civic engagement are the foundation to generating a sense of community. Housing and its associated private, semi-public and public spaces act as both the framework and generators of this 'social interaction" - a term best concretized as a series of person-to-person, person-to-group and group-to-group meetings, conversations and rituals. Sometimes these interactions are organized; sometimes they are happenstance. Good spatial design within housing developments facilitates the positive aspects (community festivals) and minimizes the negative consequences of these activities (drug sales). The current design of social spaces with regards to affordable housing places emphasis on clearly dividing social thresholds between public and private realms. Sometimes these spaces should be designed to blur these lines, but private boundaries should remain clear and firm as:"ownership"of these spaces at various scales and at various levels is crucial to the development of community. The design should encourage individuals to be active in the public realm. This can be achieved through physical communication, movement or visual connectivity. The collision of an assortment of social spaces offers an essential opportunity for diverse individuals and functions to actively engage one another. This cross pollinization of uses and people encourages the expression of ideals, protection, learning and cultural articulation to build the foundation of the community and the resultant creation of social connectedness. Within this nexus of shared space, the protection of private spaces should be preserved.

Book excerpt: For generations, homeownership has been an avenue to a better life. But discriminatory policies left many people out, and today's trend of rising home prices continues to put housing beyond the reach of significant sectors of the workforce. This is particularly true in America's urban centers, where a shortage of affordable housing is stifling social and economic mobility. We must face this problem with a balance of compassion and competence. The solution will require the efforts of many--including the public sector, private developers, financial institutions, and community leaders--all working together to find creative solutions rather than relying on the policies of the past. In Creating the Urban Dream, Clay Grubb shares the strategic focus of his decades-long career: how to provide good homes for the many people who need them and create dynamic neighborhoods where they can better their lives. Investing in the future through secure, affordable housing will be our country's challenge for many years to come--and a huge opportunity for those who will join in helping to solve it.
