Book excerpt: The first comprehensive analysis of housing conditions and State policies in three countries of the eastern Caribbean: Grenada, St. Lucia, and St. Vincent and the Grenadines. The study focuses on the interrelationships between the poor, low-income housing, and the policies of the State. The author concludes that 'in the realm of State housing policy and provision, the efforts of low-income groups to house themselves have been almost totally neglected as a socio-cultural resource of major importance. -Handbook of Latin American Studies, v. 57

Book excerpt: This collection of essays represents the first in-depth, scholarly treatment of housing policies and conditions throughout the Caribbean. The contributors consider both the performance of the state and the autonomous activities of the poor, making this volume an invaluable contribution to future planning and debate. The essays, each dealing with a specific island or group of islands, collectively address four main themes: the history of housing provision since colonization, current housing conditions, state policies toward housing provision, and the changing relationships between governments, international funding agencies, the private housing sector, and the peoples' responses. These investigations not only highlight the often alarming problems that Caribbean nations face in providing adequate housing for the poor but also implicate governments in past and present failures and poor performances. However, the essays are also filled with useful insights about the ways in which progressive housing policies can be formulated and implemented. For example, the volume suggests that the Caribbean's rich heritage of folk and vernacular architectural styles should be taken into serious account in future planning efforts. In a concluding synthesis chapter, the volume editors argue that a more progressive future is attainable if all parties exhibit the political will that the poor have already demonstrated.

Book excerpt: Barbados is a small island country located in the eastern Caribbean, and it is known for its beautiful beaches, crystal clear water, and vibrant culture. The country is home to over 280,000 people, and the official language is English. Barbados has a long and turbulent history, including colonization by the Spanish, British, and Portuguese, and the country gained independence from Britain in 1966. The economy of Barbados is heavily based on tourism, with visitors coming from all over the world to enjoy the country's natural beauty and cultural heritage. Despite its small size, Barbados has contributed significantly to the world of music, particularly in the genres of Calypso, Soca, and Reggae. The country has also produced several notable sports stars, including cricketer Sir Garfield Sobers and track and field athlete Obadele Thompson. Overall, Barbados is a beautiful and culturally rich country that offers a unique and memorable experience for tourists and locals alike. Book excerpt: The need for housing has increased significantly during the last decades all over the world. It is felt particularly in countries where the population growth rate is high and the economy is developing fast; but everywhere people are shifting from the countryside to towns, where housing in neighbourhoods often becomes critical. The need for affordable housing may concern high-rate urbanization, rural areas to be upgraded, workers’ settlements in remote regions, rebuilding dwellings destroyed by disasters such as earthquakes, floods or wars, and even holiday resorts and leisure dwellings. Large projects always face cost- and time-constraints. Local conditions may be variable with respect to the physical, social and economic environment. Thus, minimising cost and time of construction, while maximising quantity and quality of product, may lead to different solutions. The concept of “affordable”, meaning compatibility of demand and means, is well understood as such everywhere, although its practical application may be much different from place to place. Concrete is a material that lends itself well to affordable housing: it is durable, has good thermal inertia, can be used both as structural and finishing material, and is not sensitive to organic attack. It also has some disadvantages, such as higher cost in developing countries compared to developed countries, and also a potential lack of materials, mainly cement or admixtures. Prefabrication, with its adaptability and quality consciousness, may offer valid, speedy, cost efficient and sustainable solutions. fib Bulletin 60 offers an overview of housing systems as well as information on their features. It shows the main features of a number of construction systems, without entering into the details of the solutions. It aims to make possible a comprehensive comparison, which should help in learning, exchanging and developing ideas on how to better meet the housing needs everywhere, at sustainable cost. A document of this kind was not available before; it is therefore expected to be of great interest and a source of ideas for all those who have to confront similar problems.

Book excerpt: Barbados has made good progress in implementing its Economic Recovery and Transformation (BERT) plan to restore fiscal and debt sustainability, rebuild reserves, and increase growth. International reserves have increased to US$1.3 billion at end-March 2021, supported by IFI loans. This, and a successful 2018-19 public debt restructuring, have helped rebuild confidence in the country’s macroeconomic framework. However, a virtual standstill in the tourism sector during the pandemic took a significant toll in 2020, with the economy contracting by 18 percent. While Barbados was successful in containing the outbreak during 2020, a surge in COVID-19 cases in early 2021 resulted in the country’s second national lockdown in February. Economic growth is projected at 3 percent for 2021 premised on a modest recovery of tourism in the second half of the year, but the outlook remains highly uncertain, and risks are elevated, also in light of the possible impact of recent volcanic activity in neighboring Saint Vincent.

Book excerpt: Despite a series of economic shocks, Barbados has made good progress in implementing its Economic Recovery and Transformation (BERT) plan since the government led by Prime Minister Mia Mottley took office in May 2018. Macroeconomic stability was restored with a combination of comprehensive sovereign debt restructuring, fiscal consolidation, and structural reforms to reduce fiscal dominance and enhance growth. International reserves have increased to US$1.4 billion by end-September 2022 from a historical low of US$220 million in 2018. While fiscal consolidation was interrupted by the COVID-19 pandemic, public debt was put back on a downward path starting in FY2021/22. Building on the successful completion of a 2018-22 Extended Fund Facility (EFF), the authorities have requested a successor EFF program along with a Resilience and Sustainability Facility (RSF) to strengthen fiscal sustainability, support the structural reform agenda, and increase resilience to climate change.
