According to the Government of India, the total housing requirement during the 11th Plan period would be 26.53 million dwelling units. Further 99% of this shortage pertains to Economically Weaker Sections (EWS) and Lower Income Groups (LIG). Inspite of the necessary steps taken by the central, state and local governments, there exists a large gap between the demand and supply of houses. If suitable measures are not taken, this gap will again increase and further aggravate the urban housing shortage problem. The growing urban housing shortage is mainly because of the exponential growth of population, fast rate of urbanization and inadequate addition to the existing housing stock. At present, India needs to build many million homes at the right location with affordable prices and adequate quality, especially for EWS and LIG class of people. This paper mainly discusses the background of urban housing shortage in India and the necessary steps needed to reduce the urban housing shortage.

Urban is the future, and slums are its reality. Sustainable development goals are directly and indirectly concerned about the increasing urbanization and the slums. Housing the urban poor and affordable housing to all are the national missions. Practically making these plans successful depends on a deep understanding of urban issues and proper methodology and technology to handle it. The participatory slum mapping, cellular automata slum model, housing demand analysis, and the spatial decision support system demonstrated in the book help in monitoring and managing the slums and thus lead towards a slum-free India.

It is the latter ministry that has spearheaded affordable housing as a concept and policy. Developing affordable housing on a large scale is the greatest challenge in urban India today, promising a solution to the proliferation of slums, unorganized real estate development, unplanned growth and transit congestion. It is vital that certain critical issues are addressed urgently to make affordable housing a possibility. Affordable housing is a larger concept than low cost housing, it includes within its ambit low and middle income group housing with a larger basic amenities like schools and hospitals. From the above, it is clear that a one size fits all approach cannot and will not work in the affordable housing sector.

The application of the model is illustrated for Ahmedabad. Conclusions are drawn from the application and for a specific set of assumptions. The assumptions governing the values assigned to the parameters of the model are based on case studies and design studies for three low-income settlements in Ahmedabad.
