Available in PDF, EPUB and Kindle. Book excerpt: Affirmative action is still a reality of the American workplace. How is it that such a controversial Federal program has managed to endure for more than five decades? Inside Affirmative Action addresses this question. Beyond the usual ideological debate and discussions about the effects of affirmative action for either good or ill upon issues of race and gender in employment, this book recounts and analyzes interviews with people who worked in the program within the government including political appointees. The interviews and their historical context provide understanding and insight into the policies and politics of affirmative action and its role in advancing civil rights in America. Recent books published on affirmative action address university admissions, but very few of them ever mention Executive Order 11246 or its enforcement by an agency within the Department of Labor - let alone discuss in depth the profound workplace diversity it has created or the employment opportunities it has generated. This book charts that history through the eyes of those who experienced it. Inside Affirmative Action will be of interest to those who study American race relations, policy, history and law.

Book excerpt: The three scholarly articles that make up this book examine affirmative action in economic terms, measuring and discussing the economic cost of racial discrimination in employment and the economic cost of equal opportunity enacted to combat discrimination and its effects. The short article by Andrew Brimmer, an economist who was the first black governor of the Federal Reserve Board, calculates the financial cost to the nation of racial discrimination in employment, education, and training. Cecilia Conrad's article surveys an array of experts and concludes that the direct financial costs to government and private industry of maintaining affirmative action policies is quite small; she also concludes that the popular perception of a productivity loss caused by affirmative action has little basis in demonstrable fact. Finally, Lee Badgett and Heidi Hartmann examine the many studies that have been done to assess the effectiveness of affirmative action policies in increasing employment and wage opportunities for both women and African Americans; they conclude that such policies have had measurable effects, though they have often been slight.

Available in PDF, EPUB and Kindle. Book excerpt: Addresses increased diversity in government work forces, and management strategies appropriate for managing diversity. Today, public employers are poised to create productive work forces that are represented of the global population. As we enter the twenty-first century, Americas workforce looks markedly different than it ever has before. Compared with even twenty years ago, more white women, people of color, disabled persons, new and recent immigrants, gays and lesbians, and intergenerational mixes now work in America. The way in which government employers embrace this opportunity of diversity will clearly distinguish effective and efficient organizations from those which are unproductive and unable to meet the demands and necessities of the American people in the new century. This book addresses the demographic changes to the labor force and workplace and the ways in which government employers are managing the imminently diverse populations that now fill public sector jobs. It addresses the specific management strategies and initiatives relied upon by public sector employers as well as the implications of effectively managing variegated workforces for the overall governance of American society.
