This Global War on Terrorism (GWOT) Occasional Paper (OP) is a timely reminder for the US Army about the history we do not know, or at least the history we do not know well. The Army has recently embarked on massive advisory missions with foreign militaries in Iraq, Afghanistan, and elsewhere around the globe. We are simultaneously engaged in a huge effort to learn how to conduct those missions for which we do not consistently prepare. Mr. Robert Ramsey's historical study examines three cases in which the US Army has performed this same mission in the last half of the 20th century. In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s the Army was tasked to build and advise host nation armies during a time of war. The author makes several key arguments about the lessons the Army thought it learned at the time. Among the key points Mr. Ramsey makes are the need for US advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt US organizational concepts, training techniques, and tactics to local conditions. Accordingly, he also notes the great importance of the host nation's leadership buying into and actively supporting the development of a performance-based selection, training, and promotion system. To its credit, the institutional Army learned these hard lessons, from successes and failures, during and after each of the cases examined in this study. However, they were often forgotten as the Army prepared for the next major conventional conflict. These lessons are still important and relevant today. In fact, prior to its publication the conclusions of this study were delivered by the author to several of the Army's current advisory training task forces.

Book excerpt: In order to develop successful selection procedures, training materials, and management policies for military assistance program (MAP) advisers, the conditions under which they work were analyzed, including identifying the culturally determined preferences counterparts have for the people with whom they wish to work, and the extent to which advisors and counterparts satisfy what each regards as critical role behaviors of the other. U.S. Army advisory personnel assigned to the U.S. Army Advisory Group, Korea (KMAG) and counterparts in the Republic of Korea Army (ROKA) were surveyed in the summer and fall of 1966. Through rating scales and questionnaires, observations were made of the kinds of personalities with whom advisors and counterparts most preferred to work. In addition, advisors and counterparts judged one another in terms of a large number of role behaviors previously identified as important.

Available in PDF, EPUB and Kindle. Book excerpt: The vision of the New International Order emphasizes justice and equality. It also raises profound questions about the nature and future of the relationship between postindustrial and Third World countries. The counterpart system describes one aspect of this relationship: an expert from a postindustrial country teaches a special skill to a Third World national. In this collection contributors draw on political science, economics, education, sociology, history, and communications theory to illuminate the forces that shape the nature of the exchange of expertise between postindustrial and Third World countries. Each author raises theoretical points and offers practical observations about the future of this exchange—a critical point of contact--in the New International Order.

Book excerpt: While most Marines think of the Vietnamese Marine Corps as the primary advisory experience during that conflict, Marines served with other programs. One of these is the subject of this study: Marine advisors with the Vietnamese Provincial Reconnaissance Units (PRUs). This narrative is a combination of experience, research, and reflection. While other journalistic or academic accounts have been published, this is a narrative of participants. Many historians consider the two most effective counterinsurgency organizations employed during the VietnamWar to have been the PRU and USMC Combined Action Platoons (CAP). The author believes that both of these programs have applicability in any counterinsurgency where U.S. forces are called upon to assist a host government. Book excerpt: Major Jake Thorpe is assigned to Quang Tin Province to investigate a murder. The investigation is tangled and thwarted by Lt. Colonel King, Jake's unscrupulous new boos; by Colonel Biet, the corrupt Province Chief; and by the perplexing problems of war and intercultural differences.Concurrently, Sgt. Mark Fellogese, a radio operator in the US tactical operations center, has a love affair with Co Li, who is torn between her love for Mark and her duty to her father. The climax is explosive and inevitable. This novel is not intended to be a "pro-Vietnam" book, or an "anti-Vietnam" book. The odds are high that that this book will not change the already held opinions of any reader. Counterparts is fictional and its purpose is to entertain! However, readers who were not over there during this most interesting time of our history may well find a different perspective than one they had held before, for the advisory war was indeed different, even unique! The author employs his own experiences in Vietnam and official Pentagon historical documents to ensure realism, credibility and the warmth of the Vietnamese people.

Available in PDF, EPUB and Kindle. Book excerpt: Toczek provides the first description of the entire battle of Ap Bac and places it in the larger context of the Vietnam War. The study thoroughly examines the January 1963 battle, complete with detailed supporting maps. Ironically, Ap Bac's great importance lies in American policymakers' perception of the battle as unimportant; for all their intelligence and drive, senior American government officials missed the early warning signs of a flawed policy in Southeast Asia by ignoring the lessons of the defeat of the South Vietnamese Army (ARVN) on 2 January 1963. The outcome of Ap Bac was a direct reflection of how the U.S. Army organized, equipped, and trained the ARVN. With all the ARVN officer corps's shortcomings, the South Vietnamese Army could not successfully conduct an American combined arms operations against a smaller, less well-equipped enemy. American leadership, both military and civilian, failed to draw any connection between ARVN's dismal performance and American policies toward South Vietnam. Although certain tactical changes resulted from the battle, the larger issue of American policy remained unchanged, including the structure of the advisory system.

Most Western journalists portrayed Ho Chi Minh as a nationalist patriot. As a former Vanguard Youth Troop in Ha Noi, North Viet Nam, who passionately sang “who loves Uncle Ho more than us children” to praise Ho when he seized power in 1945, the author says: “Ho was a villain.” This book is a truthful account of what actually happened in Viet Nam from 1945, Dien Bien Phu in 1953 to its demise in April 1975.
