Book excerpt: A mandate to negotiate a treaty banning the production of fissile material for nuclear weapons has been under discussion in the Conference of Disarmament (CD) in Geneva since 1994. On 29 May 2009 the Conference on Disarmament finally agreed on a mandate to begin those negotiations; shortly afterwards, UNIDIR, with the support of the Government of Switzerland, launched a project with two main objectives. The project sought to remind diplomats of the history of the CD's treatment of the topic of banning the production of fissile material for nuclear weapons. It also aimed to shed light on the critical issues at stake in the negotiation of a fissile material treaty. This publication is a compilation of various products of the project . It includes a briefing paper on the work of the CD on developing a mandate for the negotiation of a fi ssile material treaty, a list of relevant CD documents, a bibliography of relevant academic and other materials, and papers presented or drawn upon at three seminars convened by UNIDIR under the project.--Publisher's description.

Book excerpt: The renewed momentum behind international efforts to negotiate a fissile material cut-off treaty (FMCT) has focused attention on how the proposed ban on the production of fissile material will be verified: what type of organization should be given this responsibility and what technical expertise will it require? The International Atomic Energy Agency (IAEA) is often identified as the obvious choice for this role, given its long experience in implementing nuclear safeguards agreements. Many of the tools and procedures developed by the IAEA for safeguards purposes could be directly applied to verifying a future FMCT. However, without changes to its existing safeguards mandate and practices, the IAEA would be hindered in verifying treaty compliance in the nuclear weapon-possessing states. This Policy Paper proposes an alternative arrangement that, while taking advantage of the IAEA's experience and expertise, creates a verification body tailored specifically for an FMCT with the requisite legal mandate and technical capabilities.

It describes the history and science behind reprocessing, and gives an overview of the status of reprocessing programmes around the world. It concludes that such programs should be discontinued. While nuclear power is seen by many as the only realistic solution to the carbon emission problem, some national nuclear establishments have been pursuing development and deployment of sodium-cooled plutonium breeder reactors, and plutonium recycling. Its proponents argue that this system would offer significant advantages relative to current light water reactor technology in terms of greater uranium utilization efficiency, and that separating out the long-lived plutonium and other transuranics from spent fuel and fissioning them in fast reactors would greatly reduce the duration of the toxicity of radioactive waste. The Convention is the only international legally binding undertaking in the area of physical protection of nuclear material. A Diplomatic Conference in July 2005 was convened to amend the Convention and strengthen its provisions. The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation.
