Book excerpt: Historically, marine antifouling paints have used compounds toxic to marine organisms as a means of combating fouling. Foul-release coatings don't use copper or any other metal toxicant to provide effective biofouling control; rather their unique surface chemistry creates a surface to which fouling can not easily adhere. Because they employ a physical rather than a chemical means to reduce fouling, these silicone coatings have been ruled exempt from reporting under FIFRA (Public Law 95-396). NRL developed and patented an advanced foul-release coating system called the duplex silicone coating system to address the durability issues associated with silicone elastomeric coatings. This system employs a tough, cross-linked thermoplastic elastomeric layer (Silgan J501, Wacker Chemie, Ltd.) to bond the foul-release silicone topcoat to the anticorrosive system for ship hulls or to epoxy paint on concrete walls in power plants. The ESTCP demonstrations/validations included 6 Coast Guard aluminum hull boats, 2 Navy Range Boats, a Navy Transporter, an ONR/Lockheed prototype (SLICE) and power plant cooling water intakes (concrete walls, steel trash racks/traveling screens/deflecting veins). Barnacle adhesion measurements (ASTM D 5618-94). Barnacle adhesion measurements and water jet cleaning were developed as part of this project.

Book excerpt: This Environmental Security Technology Certification Program (ESTCP) project demonstrated and validated the use of the duplex silicone fouling-release coating system developed by the Naval Research Laboratory (NRL), for use on boat hulls and power plant cooling water intake tunnels as a replacement for toxic copper antifouling paints. The ESTCP program team (which comprised General Electric Company (GE), Naval Surface Warfare Center, Carderock Division (NSWCCD), Florida Institute of Technology, State University of New York (SUNY), and Bridger Scientific) carried out thirteen full-scale field applications of the duplex system to meet specific performance objectives for an acceptable replacement antifouling coating system. The duplex coating system was evaluated in cold, temperate and tropical environments in fresh, brackish and marine waters on static and dynamic platforms. Fouling extent, type, and ease of removal were assessed, as well as the effect of hull cleaning on subsequent boat engine performance. The duplex coating system was shown to be highly durable and easily cleanable with a water jet. To date, successful service life of over three years has been achieved. While some instances of delamination or abrasion did occur, a coating repair package was developed to easily rectify them. Projected operating and maintenance costs associated with using the new silicone-based coatings are comparable with those for the conventional antifouling paints being replaced. However, overall projected savings to the U.S. Navy are $35-50 million per year through 10-15% reduction in fuel consumption. The power plant demonstrations were extremely successful, with the coatings remaining in good condition and continuing to be 99% effective against zebra mussels. Consumer Power has saved $10-20,000 annually through avoidance of cleaning costs.

Book excerpt: The goal of this research is to produce environmentally friendly coatings that protect the hulls of ships below the waterline against fouling by seaweed, barnacles, and other organisms. Fouling by these organisms produces additional drag on the ship, increasing the operating and maintenance costs. Currently, antifouling paints containing tin and copper biocides are used because of their effectiveness against most forms of fouling. However, these biocidal organometallic compounds that are environmentally persistent cause damage to the ecosystem, and enter the food chain. The ban on tributyltin (TBT) antifoulants by the International Maritime Organization will be effective in 2008, and copper-based coatings are expected to face similar restrictions in the near future. Non-toxic "fouling-release" or "fouling-repellant" coatings are the desirable alternatives to coatings that are biocidal. Silicone-based paints that belong to the former category are commercially available, but do not satisfy many of the desired performance characteristics. The soft silicones do not withstand the rigorous demands of the marine environment, do not sufficiently and consistently self-clean, or, due to polymer restructuring or other degradation pathways, lose many of the desirable surface properties with time and exposure to marine organisms. This report describes the synthesis and testing of block copolymers that contain semifluorinated (SF) and poly(ethylene glycol) (PEG) side groups, and show promise as non-toxic, antifouling substitutes to copper-containing paints. These surface-active groups modify the coating-water interfacial energy, conferring fouling- release or fouling-repellant properties to the surface.
