Available in PDF, EPUB and Kindle. Book excerpt: The policy of the World Bank has been to focus on universal primary education, rather than supporting adult literacy programmes. But slow progress in Sub-Saharan Africa has convinced the Bank that adult literacy, especially amongst women, is a key factor in promoting economic and social development. This study of programmes in Uganda shows that adult literacy programmes can be more effective than was previously thought; that government run programmes can be as effective as those run by non-governmental organisations and that there is a large, unsatisfied demand among Ugandan adults for more education.

Book excerpt: Adult education has been practised in Uganda in various forms, perhaps since humans first inhabited the land; but very little has been written about it. It is therefore difficult to find relevant materials to use in the study of education in Uganda. Makerere University has been engaged in adult education since 1953, and so celebrated fifty years of its existence and service in 2003. This book is published in commemoration of this achievement. Its objectives are to document the development of adult education in Uganda, establish a base for further specialised study on adult education, provide a teaching resource for the study of adult and community education and pave the way for future adult education work. As a critical review and reflection on salient aspects and issues of adult education, including on the relative merits and disadvantages of indigenous and colonial languages as media for adult education, it is the first publication of its kind in Uganda.

It assumes that adult educators should have a historical perspective on the current educational context, understand how the colonial experience has impacted on indigenous traditions and be aware of the philosophical underpinnings of adult education activities. The chapters introduce the foundations and history of adult education in Africa; philosophy and adult education; socio-cultural, political and economic environments; opportunities and access for adult learners; gender and development in adult education; adult education as a developing profession; information and communication technology; globalization and adult education; and policies and structures of lifelong learning

Available in PDF, EPUB and Kindle. Book excerpt: This important book builds on recent publications in lifelong learning which focus on learning and education in later life. This work breaks new ground in international understandings of what constitutes later life learning across diverse cultures in manifold countries or regions across the world. Containing 42 separate country/regional analyses of later life learning, the overall significance resides in insiders’ conceptualisations and critique of this emerging sub-field of lifelong learning and adult education. International perspectives on older adult education provides new appreciation of what is happening in countries from Europe (14), Africa (10), the Americas (7), Asia (9) and Australasia (2), as authored by adult educators and/or social gerontologists in respective geographical areas. These analyses are contextualised by a thorough introduction and critical appraisal where trends and fresh insights are revealed. The outcome of this book is a never-before available critique of what it means to be an older learner in specific nations, and the accompanying opportunities and barriers for learning and education. The sub-title of research, policy and practice conveys the territory that authors traverse in which rhetoric and reality are interrogated. Coverage in chapters includes conceptual analysis, historical patterns of provision, policy developments, theoretical perspectives, research studies, challenges faced by countries and “success stories” of later life learning. The resultant effect is a vivid portrayal of a vast array of learning that occurs in later life across the globe. Brian Findsen is Professor of Education and Postgraduate Leader for Te Whiringa School of Educational Leadership and Policy, Faculty of Education, University of Waikato, Hamilton, New Zealand. Marvin Formosa is Head of the Department of Gerontology, Faculty for Social Wellbeing, University of Malta, and Director of the International Institute on Ageing (United Nations - Malta).

Book excerpt: This book investigates the ways in which the social purposes of adult education are (re)interpreted over time, and between the global south and global north. It brings together thirty-seven authors from fourteen countries with extensive experience as academics and/or practitioners in the field. The book is inspired by the work and life of Lalage Bown, a leading proponent of post-colonial and inclusive visions of education for all. Over her long life she worked tirelessly to promote access to basic and higher education for people of all ages and backgrounds: with a deep commitment to striving for greater equality for women. Following an Introduction, the book is structured around four main themes: Adult Education and Social Justice; Decolonisation, Post-Colonialism and Indigenous Knowledge; From Literacy to Lifelong Learning; and, Fostering Excellence, Policy Development and Supporting Future Generation of Adult Educators. The book concludes with reflections on Lalage Bown’s Enduring Legacy.

Book excerpt: It is well accepted that education needs to be equalised along gender lines. However, until the management of education is also gender sensitive, that content cannot expect to be effectively communicated. This is the premise of this groundbreaking book. It addresses gender issues and management practices in education, by critically examining both successes and failures drawn from a number of African countries. It proposes ways of improving the management of education to focus on women - who have hitherto been left out of the mainstream of educational and training practices. It throws a uniquely African light on an issue that goes to the heart of the process of democratisation. In order to empower the girl child in the new South Africa and in Africa, the patriarchal and parochial structures that exist within the African educational paradigm need to be broken down and replaced. This would address problems such as: why women are discouraged from certain fields of studies, like sciences; the effect that interactions in learning situations can have on the achievement and attainment of female students; and the critical necessity of educating and training girls in rural Africa. The book speaks to the heart of the administrative processes within the education framework and shows how the way classes are structured or materials selected needs to be adapted in order to correct the present imbalance. It was created and developed with the aim of seeking out the best education management practices, finding common analyses from these and using them to develop guidelines for future education management.

Available in PDF, EPUB and Kindle. Book excerpt: This paper on the social gains from female education is part of a series, prepared by the World Bank, on the benefits of improving opportunities for women. The paper suggests that expanding women's opportunities enhances their productivity and earning potential and thus contributes to better economic performance and poverty alleviation. Education raises the productivity and earnings of both men and women. Over time female education also contributes to slower population growth and healthier families. The Bank believes that in efforts to expand women's opportunities, priority should be given to education through the secondary level, reproductive health, agriculture, private entrepreneurship, and the wage labor force. This paper is concerned with the estimation of these social gains from female education at the secondary level. The paper examines the role of female education, measured by gross enrollment rates at the secondary level, relative to, and or in combination with, some health and family planning services that influence fertility and infant mortality. It uses reduced form estimation of the total fertility rate and infant mortality rate. The paper presents cross country regressions based on data drawn from 72 developing countries. The analysis in this paper generally shows that female secondary education, family planning, and health programs all affect fertility and mortality, and the effect of female secondary education appears to be very strong. Results suggest that family planning will reduce fertility more when combined with female education, especially in countries that now have low female secondary enrollment levels. (DK).
