Book excerpt: This article shows that acquisition pattern analysis is highly suited for research in developing economies. Consumers in such contexts prioritize the adoption of alternative product-services as a result of resource constraints. In the reported acquisition pattern analysis, we provide insights into sequential adoption of services and applications (apps) on mobile phones, for example, Facebook and mobile money, by micro-entrepreneurs in Sub-Saharan Africa. We collected survey data from 169 Zambian food vendors, and through Mokken scale analysis we derived an acquisition pattern for 12 analyzed services and apps. Micro-entrepreneurs with more employees, tertiary education, and who were younger tended to be closer to the hierarchy's apex. These findings imply that the individual's mobile phone technology maturity and business development drive their adoption of services and apps. After presenting these results, we conclude with a discussion of the theoretical insights, managerial insights, and implications for policy makers resulting from the study. Three broad concepts of governance are explored, namely: (i) political (comprising voice & accountability and political stability/no violence), (ii) economic (involving government effectiveness and regulation quality) and (iii) institutional (including corruption-control and rule of law). Ten dimensions of entrepreneurship are considered. Two main findings are established with respect to the net effects of the interaction between mobile phones and governance dynamics. They are (1) reduced cost of business start-up procedure, the time to build a warehouse and the time to resolve an insolvency; (2) increased start-up procedure to register a business; the time to enforce a contract; the time to register a property and time to prepare and pay taxes. Implications for theory and policy are discussed.

Second, the mobile phone interacts with education (the internet) to have a positive (negative) net effect on the time needed to construct a warehouse whereas, the corresponding interaction with the internet yields a net negative effect on the time to enforce a contract. Third, there is a positive net effect from the interaction of mobile phones with education on the time to start a business. Given the construction of the education variable, the positive net effects from education are consistent with corresponding negative net effects from the other knowledge diffusion variables.

We then discuss the channels through which mobile phone technology can impact development outcomes, both as a positive externality of the communication sector and as part of mobile phone-based development projects, and analyze existing evidence. While current research suggests that mobile phone coverage and adoption have had positive impacts on agricultural and labor market efficiency and welfare in certain countries, empirical evidence is still somewhat limited. In addition, mobile phone technology cannot serve as the “silver bullet” for development in sub-Saharan Africa. Careful impact evaluations of mobile phone development projects are required to better understand their impacts upon economic and social outcomes, and mobile phone technology must work in partnership with other public good provision and investment.
