Book excerpt: This study consists of an evaluation of the effectiveness of the United States Refugee Act of 1980 in achieving its objectives and submits recommendations in the light of the analysis undertaken. The objectives of the Act reflect the need for a balance between the desire to furnish a generous humanitarian response to the refugee problem by removing geographical and ideological considerations and establishing permanent mechanisms to respond to refugee emergencies, and the need for exercising greater control over this response by adequately taking into account the domestic impacts of refugee admissions. The study identifies several areas of concern. The first is the inadequacy of existing mechanisms, due to the elimination by the Refugee Act of the Attorney General's parole authority. To overcome this shortcoming, it recommends the establishment of a special humanitarian admission status. The second concerns the budget for refugees, based upon projections. The inconsistencies between these and the actual arrivals could be resolved by regular consultations between the appropriate authorities and the setting up of a contingency fund. The third relates to the US standards for refugee admissions, which are generally based upon nationality, foreign policy considerations and the promotion of family reunification. The study recommends the need for protection be regarded as a capital element in granting refugee admissions. The fourth concerns the processing of applications and includes the question of bureaucratic inflexibility. This could be improved by training, better information about country conditions and greater use of data and information systems. Finally, the existing mechanisms for policy development are inadequate. The study admits that this is a particularly difficult question to resolve, but contends that greater inter-agency coordination and education of the public opinion might help.

Book excerpt: Chronicles and analyzes the phenomenon of mass emigration to the US for political reasons, which began with the Haitians, came into American consciousness in spring 1980 with the Mariel boatlift from Cuba and the subsequent mass exodus from Central America, and most recently manifested in the Haitian and Cuban exoduses of 1994. Finds that US responses are determined by foreign policy, domestic pressures, and costs. Proposes an approach for future refugee flows in the US and around the world to better meet the needs of both refugees and host citizens. Paper edition (unseen), $19.95. Available in PDF, EPUB and Kindle. Book excerpt: The United States and Canada have historically accepted approximately three-quarters of resettled refugees, leading the world in this key aspect of global refugee protection. Between 1945 and 1980, both countries transformed their previous policies of refugee deterrence into expansive resettlement programs. Explanations for this shift have typically focused on Cold War foreign policy, but there was a domestic force that propelled the rise of resettlement: religious groups. In Send Them Here Geoffrey Cameron explains the genesis and development of refugee resettlement policy in North America through the lens of the essential role played by faith-based organizations. Catholic, Protestant, and Jewish groups led advocacy efforts for refugees after the Second World War, and they cooperated with each other and their respective governments to implement the first formal resettlement programs. Those policy frameworks laid the foundation for diverging policy trajectories in each country, leading ultimately to private sponsorship in Canada and the voluntary agency program in the United States. Religious groups remain embedded in the world’s most successful refugee resettlement programs. Send Them Here draws on a rich archival record and extensive comparative research to contribute new insights to the history of refugee policy, human rights, and the role of religion in modern policymaking and global humanitarian efforts.
