Book excerpt: This book explores the policy implications of growing pressures for economic adjustment in the agricultural sectors of developed countries. It starts by describing the recent history of adjustment in the food and agricultural sector and assesses the current and future pressures for adjustments and their implications. Chapters provide empirical evidence on the magnitude of future adjustment in the agricultural sector under a continuation of existing policies and analyze the factors that affect farmers' ability to adjust to economic change. The book concludes by identifying lessons to be learned from recent reforms and evaluating future policy options.

Available in PDF, EPUB and Kindle. Book excerpt: Agricultural Policy in the US: Evolution and Economics traces the foundation of US agricultural policy from its colonial roots to the present, using economic concepts to analyze and interpret political and economic consequences. Ancient Roman food and agricultural reform, English Corn Law and other historic examples of agricultural policies are included to show that agricultural policy has a long history and has been found necessary for governance throughout history. Processes employed to develop US agricultural policies, the structure and function of government that develops and implements agricultural policy, and the specific evolution of policy from the early twentieth century to the Agricultural Act of 2014 are included. Specific policies in past farm bills are detailed in order to track their evolution and economic effects. This textbook includes arguments for and against common tools of US agricultural policy. This debate continues today and can be seen in a gradual change over time from taxes and tariffs to risk management. Information presented does not attempt to influence the readership towards a pro or con position but rather to present information to help the readers to understand the issues related to agricultural policy in the US.

Available in PDF, EPUB and Kindle. Book excerpt: The theme of the 1987/88 annual review of the National Center for Food and Agricultural Policy (NCFAP) specifically considers that while the world in which agricultural policy operates has changed dramatically over the decades, agricultural policies have not taken account of those changes in any fundamental way. Originally published in 1988, this volume examines the setting in which U.S. agriculture finds itself and suggests an agenda for future policy. This title is a valuable resource for policy makers and students interested in environmental studies, agricultural practices, and national policy.

Download or read book Reforming EU Farm Policy written by R. W. M. Johnson and published by . This book was released on 2000 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Occasional Paper uses the reforms of agriculture in New Zealand to offer pointers to the reform of the Common Agricultural Policy. New Zealand's agricultural reforms have been some of the most radical and successful anywhere, and suggest a way out of the cycle of waste, inefficiency and corruption that characterize agriculture in Europe. Executive Summary New Zealand is one of the few countries which has embarked on free trade for agriculture. New Zealand farmers were heavily protected by price supports and other measures in the 1970s and early 1980s but protection was greatly reduced in the economic reforms of the mid-1980s. Experience in New Zealand shows that '...agricultural markets do adjust by themselves and that farmers do not bear all the costs of reforms.' Farmers' incomes dropped after the reforms were introduced but farmers then adapted to their new environment. Adjustment in product and factor markets took about six years. Farm land prices fell after the reforms but have now returned to '...a normal relationship with product earnings.' New Zealand would like to see similar reforms in countries whose subsidised output competes with its own. It is also concerned about the growth of 'environmental' obstacles to trade. The Common Agricultural Policy is '...damaging to the interests of consumers and taxpayers in the EU' and burdensome to farmers outside the EU. EU farm protection has been increasing. The 'nominal tariff equivalent' in the EU is now 82 per cent, compared to 1 per cent in New Zealand. The CAP costs a family of four about AGBP1000 per year. The CAP has encouraged higher output and environmental damage. But farmers' incomes have fallen sharply in recent years. Although past EU reform efforts have been ineffective, a '...free market agriculture would be perfectly feasible ...'. The New Zealand example should be emulated.
