Book excerpt: Labor markets in the Western Balkan countries (Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia) are characterized by some of the highest unemployment and low employment rates in Europe. We analyze the poor labor market outcomes in these countries by comparison with the New Member States of the European Union and advanced European economies. Our findings suggest that long-lasting labor market weaknesses in the Western Balkans have structural roots: the institutional setup of the labor markets, labor cost factors, and especially the unfinished transition process. Finally, we offer policy recommendations for boosting job creation.

Book excerpt: The Western Balkan countries have some of the lowest female labor force participation and employment rates across Europe. Almost two-thirds of working age women in the region are either inactive or unemployed: a huge bite into human capital for a region that endures high emigration and faces declining working age population. The paper uses both macro- and micro-level data to explore what explains low participation and employment rates among women in the region. Our findings show that improving educational attainment, having a more balanced family leave policy, and reducing tax wedge help improve participation of women in the labor force. However, these measures are not enough to notably improve employability of women, which require stronger growth supported by robust institutions.

Available in PDF, EPUB and Kindle. Book excerpt: Recent developments in the global economy, such as the Greek budget crisis, have led to new focus on the role of Europe, and in particular on the countries in Europe’s south-eastern region. This new volume from a global set of contributors explores south-east Europe’s present and future direction, placing it in the context of the history of the region since the end of the Second World War. Through an exploration of Europe’s cultural and political economy, this volume argues that the south-east part of Europe is currently the most crucial component of Europe’s future development. The book charts the post-World War Two ‘evolution’ of the continent, taking in such key turning points as the 1971 breakdown of the fixed exchange rate system, the breakdown of the Soviet Union in the 1990s, and the 2008 global financial collapse. In doing so, the book seeks to explain why and how the current events in south-east Europe and the Eastern Mediterranean can be seen as the weakest points in the wider capitalist system in Europe, and how the issues faced by these regions can provide insight into a possible re-design of European governance. Including a comprehensive editorial introduction, this timely and important book is fully up to date with recent global events, including the 2011 Arab Spring, and provides context and comparison with the countries in the EU.

Book excerpt: This book analyzes the foundations and means of overcoming the current crisis in the broader area of Southeast Europe. The contributions make proposals from both theoretical and empirical points of view and discuss the concept, determinants and policies of competitiveness in these countries. The financial crisis became a prolonged fiscal crisis, a bank confidence crisis, and economic recession, and the book discusses the European and national policies implemented to resolve it. It also investigates the internal conflicts generated by institutional arrangements and policy measures, both within the nation states and the eurozone. Economic competitiveness is a key topic for policymakers, as they have to secure economic growth and improve their populations’ standards of living. This volume sheds light on what constitutes economic competitiveness, as well as on the policies and economic and institutional structures that improve competitiveness.

Book excerpt: Welfare states are the product of economic, political and social interactions, and undergo changes as these interactions transform. Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. In a global context of changing economic circumstances and contending political responses, macroeconomic policy and welfare state reform become order of the day. By featuring the ways that states adjust to new pressures, this book’s arguments may come in handy to those trying to make sense of the crisis and the powers that drive the policy solutions.

Available in PDF, EPUB and Kindle. Book excerpt: Democratization in the developing and postcommunist world has yielded limited gains for labor. Explanations for this phenomenon have focused on the effect of economic crisis and globalization on the capacities of unions to become influential political actors and to secure policies that benefit their members. In contrast, the contributors to Working through the Past highlight the critical role that authoritarian legacies play in shaping labor politics in new democracies, providing the first cross-regional analysis of the impact of authoritarianism on labor, focusing on East and Southeast Asia, Eastern Europe, and Latin America. Legacies from the predemocratic era shape labor’s present in ways that both limit and enhance organized labor’s power in new democracies. Assessing the comparative impact on a variety of outcomes relevant to labor in widely divergent settings, this volume argues that political legacies provide new insights into why labor movements in some countries have confronted the challenges of neoliberal globalization better than others. Book excerpt: The countries of the Southeast Europe region have the common objective of joining the European Union (EU). To achieve this goal, these countries have pursued closer integration with the EU and with each other, including signing the Central European Free Trade Agreement (CEFTA). CEFTA aims to fully liberalize trade in the region and work toward greater cooperation in a number of trade-related areas, such as investment, services, public procurement, and intellectual property rights. This paper aims to help policy makers in Southeast Europe assess the impact of the recently introduced trade policy measures, and proposes actions that could complement these measures and help achieve greater regional trade integration. The paper considers intra-regional trade flows and the remaining nontariff barriers to trade, the benefits of allowing free movement of skilled labor in the region, and how adopting the EU's Common External Tariff could prevent trade diversion.
