While it started in light manufacturing and the assembly of more sophisticated products as part of global supply chains, China is now moving up the value chain, “onshoring” the production of higher-value-added upstream products and moving into more sophisticated downstream products as well. At the same time, with its wages rising, it has started to exit some lower-end, more labor-intensive sectors. These changes are taking place in the broader context of China’s rebalancing—away from exports and toward domestic demand, and within the latter, away from investment and toward consumption—and as a consequence, demand for some commodity imports is slowing, while consumption imports are slowly rising. The evolution of Chinese trade, investment, and consumption patterns offers opportunities and challenges to low-wage, low-income countries, including China’s neighbors in the Mekong region. Cambodia, Lao P.D.R., Myanmar, and Vietnam (the CLMV) are all open economies that are highly integrated with China. Rebalancing in China may mean less of a role for commodity exports from the region, but at the same time, the CLMV’s low labor costs suggest that manufacturing assembly for export could take off as China becomes less competitive, and as China itself demands more consumption items. Labor costs, however, are only part of the story. The CLMV will need to strengthen their infrastructure, education, governance, and trade regimes, and also run sound macro policies in order to capitalize fully on the opportunities presented by China’s transformation. With such policy efforts, the CLMV could see their trade and integration with global supply chains grow dramatically in the coming years.

It caters mainly to policy makers from developing countries and aims to equip them with some economic knowledge and techniques that will enable them to conduct their own economic evaluation studies on existing or future FTAs, or to critically re-examine the results of impact assessment studies conducted by others, at the very least.

Book excerpt: Equal rights between men and women are enshrined as a fundamental human right in the UN Charter, and reflected in various internationally agreed instruments, such as the 1979 Convention on the Elimination of All Forms of Discrimination against Women and the 1995 Beijing Declaration and Platform for Action. Although there has been notable progress in some areas, in most nations women are still at a disadvantage in terms of their role and position in the economic and political arenas. This publication examines the gender dimension of trade and seeks to identify policy challenges and responses to promote gender equality in light of increasing globalisation. Issues discussed include: economics of gender equality, international trade and development; multilateral negotiations on agriculture in developing countries; gender-related issues in the textiles and clothing sectors; international trade in services; gender and the TRIPS Agreement; the impact of WTO rules on gender equality; human rights aspects; fair trade initiatives; the role of IT in promoting gender equality, the Gender Trade Impact Assessment and trade reform.

Book excerpt: Modern environmental and sustainability policy that acknowledges the linkages between socioeconomic processes and environmental pressures and impacts, and designs policies to decouple economic activity from environmental pressures and impacts, requires a sophisticated and comprehensive knowledge base. The concept of industrial metabolism provides a sound conceptual base, and material flow accounting--including primary material inputs and outflows of waste and emissions--provides a well-accepted operationalization. Studies presenting a comprehensive material flow account for a national economy are rare, especially for developing countries. Countries such as Lao People's Democratic Republic (Lao PDR or Laos) face dual objectives of improving the material standard of living of their people while managing natural resources sustainably and mitigating adverse environmental impacts from growing resource throughput. Our research fills a knowledge gap, presents a comprehensive account of material inputs and outflows of waste and emissions for the Lao PDR national economy, and applies the accounting approach for a low-income economy in Asia. We present a material balance for the years 2000 and 2015. For this research, we used data from Lao PDR national statistics and the accounting guidelines of the European Statistical Office (Eurostat), which pioneered the use of material flow data as part of its official statistical reporting. We demonstrate the feasibility of the accounting approach and discuss the robustness of results using uncertainty analysis conducted with statistical approaches commonly used in the field of industrial ecology, including Gauss's law of error propagation and Monte Carlo simulation. We find that the fast-changing scale and composition of Lao PDR material flows, waste, and emissions presents challenges to the existing policy capacity and will require investment into governance of changed patterns of material use, waste disposal, and emissions. We consider the data analysis sufficiently robust to inform such a change in policy direction.

Available in PDF, EPUB and Kindle. Book excerpt: With very few exceptions, industrial development has been central to the process of structural transformation which characterises economic development. Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.

S. Clothing and Textile Industry Besides the potential effect on the U. [...] While the concurrent decline in the production and employment of the U. S. clothing and textile industry with the rise in clothing and textile imports during the phasing out of the quotas may be interpreted as evidence of an adverse impact on U. "Safeguards" The sharp rise in clothing and textile imports from China after 2001 led to the United States invoking a safeguard provision included in China's WTO accession agreement.21 According to the accession agreement, the United States may impose import quotas of textiles and clothing from China if the increase in the value of shipments from China causes "market disruption.
