I also appreciate the kindness of the Senator from North Carolina [mr Overman] in being good enough to allow the bill to go over yesterday in order that I might speak this morning upon the amendment proposed by the Senator from Utah [ml Smoot]. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Addresses on War Charles Sumner began his public life by what he himself called a declaration of war against war. His great oration in Tremont Temple on "The True Grandeur of Nations" marked, his biographer rightly observes, the most important epoch in Sumner's life. "Had he died before this event, his memory would have been only a tradition with the few early friends who survive him. The 4th of July, 1845, gave him a national, and more than a national, fame." Epoch-making in Sumner's own life, we think it may be safely said that no oration which he ever gave has greater intrinsic importance, and perhaps no other will be read so long. Of all pleas made by American men for the rule of peace on earth, it is the noblest and the most comprehensive, save Sumner's own later address on "The War System of Nations." There is almost no argument against war which these orations and their successor do not somehow make use of; and the advocate of peace in all the years returns to them, and returns again, for support and inspiration. The bringing together in a single volume, as is now done for the first time, of all of Sumner's three great addresses on war and peace is a distinct public service; and every philanthropist and every true philo-American will wish the volume the widest currency and influence. The length of the Introduction is due to an effort to make the setting of the addresses clear to young people who perhaps were not in high school when the war began. The notes are brief, because it has seemed better to let the President speak for himself. The aim of the teacher should be to help the pupil to grasp the real thought of the addresses, to appreciate their clear-cut conciseness, and to arouse a thoughtful, earnest love for the land that fights for no selfish ends. Book excerpt: Excerpt from "The War in Europe" And Its Lessons for Us: An Address While I have found receptive audiences all over the country, there is no community in which 'i would expect a more sym pathetic hearing than in this, because the distinguished gentle man who represents you\in Congress views the subject from the same standpoint that I do. Whenever a new question arises upon which the people have not expressed themselves, it is important that each individual should make known his views in order that public opinion may represent the voters generally and not a portion of the people only. The country would be fortunate if all of our public men were as candid and as courageous in taking a position as Congressman Bailey, who honors you as he is honored by you. In order that you may follow me the more easily, I shall outline in advance the address which I am to deliver to you. It naturally divides itself into three parts: first, the war as it is and its injury to neutrals; second, the false philosophy out of which the war has grown and the natural results of that false philosophy; and, third, the way out, or the road to permanent peace. The subject is presented with a view to emphasizing the lessons which this country can draw from the conflict beyond the ocean. Book excerpt: Excerpt from The United States and the War the Mission to Russia Political Addresses The collected addresses and state papers Of Elihu Root, of which this is one of several volumes, cover the period of his service as Secretary of War, as Secretary Of State, and as Senator Of the United States, during which time, to use his own expression, his only client was his country. The many formal and occasional addresses and speeches, which will be found to be Of a remarkably wide range, are followed by his state papers, such as the instructions to the American delegates to the Second Hague Peace Confer ence and other diplomatic notes and documents, prepared by him as Secretary of State in the performance Of his duties as an executive Oflicer of the United States. Although the Official documents have been kept separate from the other papers, this plan has been slightly modified in the volume devoted to the military and colonial policy of the United States, which includes those portions of his Official reports as Secretary Of War throwing light upon his public addresses and his general military policy. The addresses and speeches selected for publication are not arranged chronologically, but are classified in such a way that each volume contains addresses and speeches relating to a general subject and a common purpose. The addresses as president Of the American Society Of International Law show his treatment Of international questions from the theoretical standpoint, and in the light of his experience as Secretary Of War and as Secretary of State, unrestrained and uncontrolled by the limitations Of official position, whereas his addresses on foreign affairs, delivered while Secretary of State or as United States Senator, discuss these questions under the reserve Of official responsibility. Book excerpt: Excerpt from England and the War, Being Sundry Addresses Delivered During the War and Now First Collected This book was not planned, but grew out of the troubles of the time. When, on one occasion or another, I was invited to lecture, I did not find, with Milton's Satan, that the mind is its own place; I could speak only of what I was thinking of, and my mind was fixed on the War. I am unacquainted with military science, so my treatment of the War was limited to an estimate of the characters of the antagonists. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Address to the Veterans of the Mexican War The author of the following exposition was a soldier in the Mexican War, the field of such performance lying in California. A member of the Yerba Buena Volunteers, which Company he took a leading part in organizing, and was tendered the Captaincy, but declined it, preferring to serve as a private. The Company was recruited at this place, and acted, during the Winter of 1846-'7 under orders of Capt. J. B. Hull, of the United States sloop of war Warren, Hull being then titled "Governor and Commander-in-Chief of the Northern Department of California." The Company was not marched further than Santa Clara, and had but one engagement with the Hispano-California enemy, which, fortunately, proved bloodless; strategy, and a tender of the olive branch, securing us a victory. The hardest service rendered, was in standing guard, during the cold and rainy nights of that dreary Winter, in the outskirts of the little village of Yerba Buena, and scouting in vicinity - since, changing its name and somewhat grown. Though not attached to any Mexican Veteran Association, some members of the one here requested me to prepare an address for their anniversary, on the 14th of September, (taking of the City of Mexico by the American army in 1847); but such Association not having arranged for any public oratorical exercises, on that occasion, it is sent forth, somewhat amplified, to the Veterans throughout the Union, and to my fellow-citizens at large, through the medium of the multi-tongued types. Persons desirous of learning some condensed interesting history - a portion, hitherto, unpublished - and penned by a participant in much of it - should peruse this pamphlet. That it shall prove a valuable adjunct in aid of the Democratic party, must be attributed to the fact that the truth of history and glory of the American people, as revealed in its pages, lie upon that side. The two old parties should, like individuals, be judged by their general character and well established reputations - by their long antecedent records of actions and results. Settlement of the Oregon Question and war with Mexico opened a new volume in American history, of a grand and startling character. No speaker nor writer can treat upon that history without alluding to the position of such parties in it. But whilst the Republican speakers and writers are boldly falsifying this history, as well as assailing the whole proud record of the Democratic party, and defaming its illustrious representatives, anterior to our late sectional conflict, and so grossly misrepresenting the causes of that conflict, I rarely meet with the faintest defence of such record, or maintenance of the old Democratic creed. Instead, there has been a cowardly evasion of the subject, and an indirect admission of the justness of Republican allegations and arguments, false as they arc, by nearly all our side speakers and writers. Perusers of this pamphlet will find its author cannot be ranked among such lilly-livered defenders of its ancient faith, nor of those illustrious expounders of it. Book excerpt: Excerpt from The War and Liberty: And an Address on Reconstruction Cabinet during the years that preceded the war and at the time of its outbreak, it is not a matter of deduction or of belief, but of knowledge, that there was no plot among the neighbours of Germany to injure her, that there was no policy of encirclement designed to check her com mercial expansion and to precede a military attack. They know that the Government Of Great Britain had no other wish than to live at peace with all the world, and no other aim during the fateful days before the outbreak of war than to attempt any and every means to ward off the disaster. And they know that both France and Russia earnestly desired peace also their readiness to agree to any proposal that offered a prospect of preserving peace gave evidence of it; their painful un certainty, when war was imminent, as to the course the United Kingdom would take, was in itself enough to disprove the theory of a prearranged attack. Book excerpt: Excerpt from The War and Education Addresses These addresses are collected in the hope they may help to keep the educational lessons of the war in vivid remembrance. It seems incredible that men should ever forget them. Yet many will do so as soon as the storm drifts away. Our American schooling has been weaker on the side of memory than in some other directions, so that it has become only too easy to forget. If through failure to perceive and remember, we fail to embody the teaching of the war in our education, the loss to our nation will be enormous, because we shall lose the one new impulse which can both save and strengthen our entire schooling from beginning to end. That new impulse is the pow erful revival of the belief in discipline and duty, as opposed to all sordid or sentimental theories. If it is forgotten or ignored, our schools and col leges will sink lower. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. When the call came, it was ready. The plans had all been prepared in advance, and it required only an order to mobilize the Fleet. Far from breaking down under the war strain, the departmental machinery actually speeded up. No change whatever was required in the organization, which easily expanded to meet the immensely increased demands. From admirals to seamen, from Bureau chiefs to clerks, the entire establishment worked together with the spirit of the corps. This "spirit of the Navy" is a very real thing, as all who are brought in contact with the Service know. Everybody "gets into the game" with a dash and eagerness that are infectious, and new elements are quickly assimilated. The apparent ease with which the vast expansion of the Navy was accomplished has caused many to lose sight of the tremendousness of the task and its difficulty.
