Cooley - Mr. Toast-master, members of the Loyal Legion, and their guests and friends, I regret very much that Mayor Baker is not able to be present in person to welcome you to Cleveland. But I count it an honor that the pleasure has fallen to me to welcome you to our fair city. I want to ex plain to you that the weather bureau is managed at Washington and that the municipality of Cleveland has nothing to do with it.
