The advantages of cloud computing and big data are leveraged to promote the categorization and customization of OERs micro learning context. For a micro-learning service, OERs are tailored into fragmented pieces to be consumed within shorter time frames.Firstly, the current status of mobile-learning, micro-learning, and OERs are described. Then, the significances and challenges of Micro Learning as a Service (MLaaS) are discussed. A framework of a service-oriented system is provided, which adopts both online and offline computation domain to work in conjunction to improve the performance of learning resource adaptation.In addition, a comprehensive learner model and a knowledge base is prepared to semantically profile the learners and learning resource. The novel delivery and access mode of OERs suffers from the cold start problem because of the shortage of already-known learner information versus the continuously released new micro OERs. This unique volume provides an excellent feasible algorithmic solution to overcome the cold start problem.

These questions will be prepared by the subject matter experts, in such a deep way that only if the user has already known the subject, he/she will be able to answer. Based on the given answers, the user will be categorized as beginner, medium or expert level of knowledge in that subject. The beginner categorized user will be recommended with the relevant study material where the advanced, expert level of materials will be avoided to show in the user's learning panel. Besides providing the recommended course material, this Adaptive Learning Management System keeps track of the learner. It saves each and every material the user has studied. We describe an adaptive learning system (Adaptive Response Time Based Sequencing--ARTS) that uses both accuracy and response time (RT) as direct inputs into sequencing. Response times are used to assess learning strength and to determine mastery, making both fluency and accuracy goals of learning. ARTS optimizes spacing by expanding item recurrence intervals as an inverse function of RT. In Experiment 1, we compared ARTS to Atkinson's (1972) Markov model system using geography learning and found substantially greater learning efficiency for ARTS. In Experiment 2, we deployed the system in a real learning setting. Third graders attending an online school mastered basic multiplication facts in about two hours using ARTS, outperforming a control group using standard instruction. These results suggest that response time-based adaptive learning has remarkable potential to enhance learning in many domains. [This paper was published in: L. Carlson, C. Hoelscher, & T.
