Available in PDF, EPUB and Kindle. Book excerpt: The changing nature and significance of housing provision within welfare states is considered in this timely book. With housing playing an increasingly important role in welfare provision, the new welfare state emerging in different parts of the world is being developed in the context of individual asset accumulation and the private ownership of housing. Housing and the New Welfare State shows that housing is becoming critical to asset-based welfare not only in Western Europe but also in the six East Asian housing systems that are a major focus of the book. Chapters by leading East Asian scholars provide analysis of housing policies in Singapore, Hong Kong, Korea, Japan, China and Taiwan. Also examined are the 'four worlds' of welfare and housing; the causes and consequences of the shift from tenants to home owners in the old welfare states of Britain and other parts of Western Europe; and the growth of the property-owning welfare state as a theme running through contemporary policy in both East Asia and Europe.

Book Synopsis Public Policy and the Public Interest by : Lok-sang Ho
Download or read book Public Policy and the Public Interest written by Lok-sang Ho and published by Routledge. This book was released on 2013-07-03 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: As a book on public policy, this book is unique in addressing explicitly the role of human nature. Only with a good understanding of human nature can policy makers address their foremost needs and anticipate how people may respond to specific designs in policy. This way policy makers can avoid "unintended consequences." The book also provides a new perspective on the meaning of public interest, which is based on intellectual roots dating back to J.S.Mill and more recently Harsanyi and Rawls. Traditionally, economists have referred to either the Hicksian criterion or the Kaldorian criterion as the yardstick to whether a policy is welfare enhancing, not realizing that both of these criteria fail abjectly in producing a convincing test for welfare improvement. This is because ex post, typically some people will gain and some people will lose from any policy. The author argues for an alternative, ex ante welfare increase criterion that is based on how people would assess a policy if they were completely impartial and totally ignored their personal interests. It applies the principles to key policy concerns such as health policy, tort law reform, education and cultural policy, and pension reform. The healthcare reform proposals in the book illustrate the application of the principles. The author proposes a basic protection plan under which standard basic healthcare services are priced the same whether they are provided by public or private caregivers—at levels that can contain both demand side and supply side moral hazard. Annual eligible healthcare expenses are capped to alleviate worries. A "Lifetime Healthcare Supplement" that includes an element of risk sharing adds to patients’ choice and protection without compromising fiscal sustainability.
Book Synopsis Principles of Public Policy Practice by : Lok Sang Ho
Download or read book Principles of Public Policy Practice written by Lok Sang Ho and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: Principles of Public Policy Practice was written with policy makers, concerned citizens, and students of public policy in mind. Striving to avoid technical language, the author introduces a new paradigm that starts from the commonality of human nature and the assumption that public policy should be impartial. Rather than playing the interests of one group versus those of another, he argues convincingly that public policy should aim at enhancing the ex ante welfare for everyone if everyone did not know the position or the identity one would assume. Using this conceptual device of the representative individual, the analysis readily leads to policy implications that are both reasonable and concrete in diverse areas ranging from health care, crime and punishment to macroeconomic and financial market stability. The book concludes with a chapter summarizing the various principles of public policy practice that will meet the challenges of the new millennium. These principles, certainly of interest to academics in social sciences who are studying public policy, political economy, international financial systems, and capital markets, should appeal equally to practitioners, including public policy makers, consultants, advisers, administrators, and public service trade unions.

Book Synopsis Housing, Home Ownership and Social Change in Hong Kong by : James Lee
Download or read book Housing, Home Ownership and Social Change in Hong Kong written by James Lee and published by Routledge. This book was released on 2019-07-23 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999, this volume examines the issue that, in the last two decades, the housing system in Hong Kong has witnessed a slow but consistent transition from a tenure dominated by public rental housing to one dominated by private home ownership. This book seeks to explain the unique social organization of home ownership in contemporary Hong Kong. Specifically, the book deals with the genesis of home ownership from three areas: housing histories, family culture and capital gains from home transactions. It is agreed that extreme deprivations in housing conditions in early lives, a strong family culture of mutual help as well as unprecedented capital gains, all contribute towards explaining the complex nature of home ownership growth. In conclusion the book suggests that with China regaining sovereignty after July 1997, the social organization of home ownership will be further complicated by more internal migrations from other parts of China, making housing problems even more acute.
Book Synopsis Rebuilding the Research Capacity at HUD by : National Research Council
Download or read book Rebuilding the Research Capacity at HUD written by National Research Council and published by National Academies Press. This book was released on 2009-01-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, the nation faces an array of housing and urban policy challenges. No federal department other than HUD focuses explicitly on the well-being of urban places or on the spatial relationships among people and economic activities in urban areas. If HUD, Congress, mayors, and other policy makers are to respond effectively to urban issues, they need a much more robust and effective Office of Policy Development and Research (PD&R). PD&R conducts independent research and program evaluation, funds data collection and research by outside organizations, and provides policy advice to the Secretary and to other offices in HUD. Most of PD&R's work is of high quality, relevant, timely, and useful. With adequate resources, PD&R could lead the nation's ongoing process of learning, debate, and experimentation about critical housing and urban development challenges. Rebuilding the Research Capacity at HUD makes seven major recommendations about PD&R's resources and responsibilities, including more active engagement with policy makers, formalizing various informal practices, strengthening surveys and data sets, and more. Acknowledging that the current level of funding for PD&R is inadequate, the book also makes several additional recommendations to help enable PD&R to reach its full potential.
