Power Struggles investigates the uneven allocation of risks and benefits in the relationship between the regions that produce this energy and those that consume it. Jaume Franquesa considers Spain, a country where wind now constitutes the main source of energy production. In particular, he looks at the Southern Catalonia region, which has traditionally been a source of energy production through nuclear reactors, dams, oil refineries, and gas and electrical lines. Despite providing energy that runs the country, the region is still forced to the political and economic periphery as the power they produce is controlled by centralized, international Spanish corporations. Local resistance to wind farm installation in Southern Catalonia relies on the notion of dignity: the ability to live within one's means and according to one's own decisions. Power Struggles shows how, without careful attention, renewable energy production can reinforce patterns of exploitation even as it promises a fair and hopeful future.

Book excerpt: The continued vitality of the Greek city (polis) in the centuries after the Peloponnesian War has now been richly demonstrated by historians. But how does that vitality relate to the prominence in the same period of both civic unrest, or stasis, and utopian political thinking? In order to address this question, this volume uses exile and exiles as a lens for investigating the later Classical and Hellenistic polis and the political ideas which shaped it. The issue of the political and ethical status of exile and exiles necessarily raised fundamental questions about civic inclusion and exclusion, closely bound up with basic ideas of justice, virtue, and community. This makes it possible to interpret the varied evidence for exile as a guide to the complex, dynamic ecology of political ideas within the later Classical and post-Classical civic world, including both taken-for-granted political assumptions and more developed political ideologies and philosophies. In the course of its investigation, Stasis and Stability discusses the rich evidence for varied forms of expulsion and reintegration of citizens of poleis across the Mediterranean, analysing the full range of relevant civic institutions, practices, and debates. It also investigates civic activity and ideology outside the polis, addressing the complex and diverse political organization, agitation, and ideas of exiles themselves. Using this evidence, the volume develops an argument that the rich Greek civic political culture and political thought of this period were marked by significant extremes, contradictions, and indeterminacies in ideas about the relative value of solidarity and reciprocity, self-sacrifice and self-interest. Those features of the polis' political culture and political thought are integral to explaining both civic unrest and civic flourishing, both stasis and stability.

This book analyses the nature of Japanese party politics over the first four decades following the Second World War, assessing how the chief contenders – the conservative LDP and the socialists JSP (Japan Socialist Party) – competed in terms of their strengths and weaknesses relative to the other. Throughout, it addresses the questions: How effectively were the parties’ strengths harnessed? How did they alter over time? To what extent was the winning formula challenged? Did the loser have access to strengths with a major potential, and, if so, why did these remain underdeveloped? It extends widely to include discussion of the political system, the social and economic environment in which parties operated, internal party matters, especially factions, personal support groups, special interest groups, and the role of government bureaucracy. It shows why the Liberal Democratic Party was dominant, why the Japan Socialist Party remained out of power, and how successive prime ministers conducted policymaking in ways which often resulted in the bureaucracy taking the lead. Pro-regime parties provide the dictatorial executive with electoral and legislative tools of sustaining power. At the same time, permitted opposition parties, while normally incapable of challenging the regime, are important for regime sustainability because they perform such vital functions as co-opting actual or potential opposition groups, facilitating power-sharing, and mobilizing electoral participation.
