Book excerpt: Ambitious in nature, the Istanbul Programme of Action (IPoA) for the Least Developed Countries (LDCs) adopted by the Fourth United Nations Conference on the LDCs (UN LDC IV) in 2011, sets out a development path for LDCs for the coming decade. Successful implementation of the IPoA requires identification of delivery tools for specific targets, provision of necessary financial and non-financial resources, and a strengthened monitoring mechanism. LDC IV Monitor, an independent partnership of eight interested organisations, aims to add value by enhancing transparency, accountability and efficiency of the official monitoring and review mechanism of the IPoA. LDC IV Monitor’s first set of two reports, produced outside of the official intergovernmental process, provide credible, evidence-based and policy-oriented assessment of the delivery status of the promises contained in the IPoA. The Synthesis Report, derived from the critical analyses of the state of play concerning the IPoA, presents the broad messages and key recommendations. The volume on Analytical Perspectives addresses a wide spectrum of issues including articulation of a composite IPoA index, building of productive capacity, trade in goods and services, delivery of the Millennium Development Goals (MDGs), flows of different forms of development finance, and consequences of climate change. The publications seek to contribute towards crafting national and international policies to support graduation of the LDCs through structural transformation of their economies.

Helen Hawthorne investigates how norms impact on negotiations in international organisations. She shows that few studies of international organisations focus on the role of the weaker states in the organization, the majority focus either on the major states or the emerging economies. By ignoring the role of the poorer, weaker states in the GATT/WTO we are ignoring the history of these states in the organisation and do not get a true picture of the organization, how it operates in relation to them and their impact on the organisation.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

As a result, at least an additional 15 million people in LDCs are now living in extreme poverty, with their governments severely constrained in their ability to sustain adequate investments in public services or invest in advancing development progress. The Report highlights the urgent need for concerted action to restore fiscal space in LDCs through the lasting resolution of the debt crisis, reform of the international financial architecture, and the mobilization of climate finance to enable needed investments towards low-carbon transition and green structural transformation. Without which, the SDGs and sustainable development cannot be realised. The Report advances several recommendations aimed at advancing the reform of global development finance, which in its current state, is deficient in terms of its quantity, quality, structure, cost and ease of accessibility. The Report also contains a detailed analysis of the possible role of central banks in shaping the financing of sustainable development and green structural transformation in LDCs. While the contribution of central banks to dealing with climate change has been discussed in developed countries, this is the first time this type of analysis is done in the context of the LDCs.

The authors focus on selected goals as cases; and the book presents resulting lessons that can inform the post-2015 development agenda. The studies are against the background that in September 2000, world leaders from 189 countries, including 147 Heads of State, gathered at the United Nations General Assembly to consider the challenges of the new millennium. They adopted the Millennium Declaration, which set out a vision for inclusive and sustainable globalization: UN 2000 (A/RES/55/2). The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To realise this declaration, the UN established eight MDGs to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the years lost 2000, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target.

The projections are that the next decade will see a rapid increase in the pace of graduation, with Bangladesh in particular poised to be one of the largest countries, in terms of its economy and population, yet to leave the group. While previously many LDCs viewed the prospect of graduation with some apprehension, fearing significant erosion of international support, increasingly, the move is being seen as a more positive landmark. This book aims to articulate appropriate strategies and initiatives to help Bangladesh to maintain its developmental momentum and to prepare for a sustainable graduation in 2024. In doing so, the book explores themes such as key analytical issues of the LDC graduation paradigm, smooth transition and structural transformation, and post-graduation challenges and opportunities.
