Book excerpt: As the population of older Americans grows, it is becoming more racially and ethnically diverse. Differences in health by racial and ethnic status could be increasingly consequential for health policy and programs. Such differences are not simply a matter of education or ability to pay for health care. For instance, Asian Americans and Hispanics appear to be in better health, on a number of indicators, than White Americans, despite, on average, lower socioeconomic status. The reasons are complex, including possible roles for such factors as selective migration, risk behaviors, exposure to various stressors, patient attitudes, and geographic variation in health care. This volume, produced by a multidisciplinary panel, considers such possible explanations for racial and ethnic health differentials within an integrated framework. It provides a concise summary of available research and lays out a research agenda to address the many uncertainties in current knowledge. It recommends, for instance, looking at health differentials across the life course and deciphering the links between factors presumably producing differentials and biopsychosocial mechanisms that lead to impaired health.

In Unequal Treatment, a panel of experts documents this evidence and explores how persons of color experience the health care environment. The book examines how disparities in treatment may arise in health care systems and looks at aspects of the clinical encounter that may contribute to such disparities. Patients' and providers' attitudes, expectations, and behavior are analyzed. How to intervene? Unequal Treatment offers recommendations for improvements in medical care financing, allocation of care, availability of language translation, community-based care, and other arenas. The committee highlights the potential of cross-cultural education to improve provider-patient communication and offers a detailed look at how to integrate cross-cultural learning within the health professions. The book concludes with recommendations for data collection and research initiatives. Indeed, the Roma are the largest European minority—their presence outside of Europe is a result of various waves of migration over the past four hundred years. Likewise, the stereotypes associated with the Roma—the problematized, stigmatized status of a “Gypsy” as well as the historical and contemporary manifestations of antigypsyism—are also of European origin. This book claims, however, that the perception of Roma being strictly a European issue is flawed, and that re-connecting the Roma issue globally represents an important learning experience and an added value. The book offers a critical exploration of Romani political activism in Colombia and Argentina, and compares it to that in Spain, narrated from the intimate perspective of Romani actors themselves. By outlining parallel lineages of Romani activism in three countries and on two continents, the author arrives at broad conclusions regarding the nature of ethnic mobilization. Mirga-Kruszelnicka proposes a new synergetic conceptualization of this multidirectional concept as an interplay between political opportunities, mobilizing structures, and frames of identity. Contributing to the vivid debate about the relationship between the researcher and the researched, the book also includes an original discussion of the positionality of scholars of Romani background.

Book excerpt: Radical right parties are no longer political challengers on the fringes of party systems; they have become part of the political mainstream across the Western world. This book shows how they have used their political power to reform economic and social policies in Continental Europe, Northern Europe, Eastern Europe, and the USA. In doing so, it argues that the radical right's core ideology of nativism and authoritarianism informs their socio-economic policy preferences. However, diverse welfare state contexts mediate their socio-economic policy impacts along regime-specific lines, leading to variations of trade protectionism, economic nationalism, traditional familialism, labour market dualism, and welfare chauvinism. The radical right has used the diverse policy instruments available within their political-economic arrangements to protect threatened labour market insiders and male breadwinners from decline, while creating a racialized and gendered precariat at the same time. This socio-economic agenda of selective status protection restores horizontal inequalities in terms of gender and ethnicity, without addressing vertical inequalities between the rich and the poor. Combining insights from comparative politics, party politics, comparative political economy, and welfare state research, the book provides novel insights into how the radical right manufactures consent for authoritarian rule by taming the socially corrosive effects of globalised capitalism for key electoral groups, while aiming to exclude the rest from democratic participation.

It was only after it was agreed that ethnicity, in itself, is subject to change, were the questions of how and why it changes, possible to answer. This multiplicity of ethnic identities requires that we think of each society as one with multiple ethnic dimensions, of which any can become activated in the process of political competition - and sometimes several of them within a short period of time. Focusing on Malaysia and Indonesia, this book traces the variations of ethnic identity by looking at electoral strategies in two sub-national units. It shows that ethnic identities are subject to change - induced by calculated moves by political entrepreneurs who use identities as tools to maximize their chances of winning elections or expanding support base - and highlights how political institutions play an enormous role in shaping the modes and dynamics of these ethno-political manipulations. The book suggests that in societies where ethnic identities are activated in politics, instead of analysing politics with ethnic distribution as an independent variable, ethnic distribution can be taken as the dependent variable, with political institutions being the explanatory one. It examines the problems of voters’ behaviour, and parties’ and candidates’ strategy in a polity that is, to a significant extent, driven by ethnic relations. Pushing the boundaries of qualitative research on Southeast Asian politics by placing formal institutions at the centre of its analysis, this book will be of interest to students and scholars of Southeast Asian Politics, Race and Ethnic Studies, and International Relations.
