Book excerpt: The Barcelona Convention and Protocols represent the first detailed and co-ordinated effort by UNEP to manage the environmental clean-up and maintenance of a large region. The Convention and Protocols are being implemented through the Mediterranean Action Plan which the author examines in some detail along with the relevant documents and agreements. This book is an important landmark in the study of international environmental law. The Barcelona Convention for the Protection of the Mediterranean Sea Against Pollution, 1976, and its four subsequent Protocols to date is at the heart of the United Nations Environmental Programme (UNEP) regional system of co-operation known as the Mediterranean Action Plan (MAP). This book presents an authoritative analysis of the MAP as it has evolved over almost two decades and outlines its characteristic features as a model for UNEP's Regional Seas programme. The texts of the Convention and the Protocols are accompanied by a comprehensive collection of related documents which illustrate the major institutional and operational features of a pioneering regional environmental protection regime. Dr Raftopoulos, who is himself a consultant to the United Nations Environmental Programme (UNEP), and to MAP, gives an authoritative, first-hand account and evaluation of the achievements of a pioneering and innovative venture in regional co-operation.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how the EU can be a more proactive actor in the promotion of the principles of sustainability and fairness from a legal environmental perspective. The book is one of the results of the research activity of the Jean Monnet Chair in EU Environmental Law (2017-2020) funded by the European Commission under the Erasmus+ programme. The European Union and Global Environmental Protection: Transforming Influence into Action begins with an introduction of the key EU competences, instruments and mechanisms, as well as the current international challenges at the EU level. It then explores case study examples from four regulated fields: climate change, biodiversity, multilateral trade, unregulated fishing, and access to justice; and four unregulated areas: mainstreaming of the Sustainable Development Goals in EU policies, and environmental justice, highlighting the extent to which the EU might align with international environmental regimes or extend its normative power. This volume will be of great relevance to students, scholars, and EU policy makers with an interest in international environmental law and policy.

Book excerpt: Through theoretical discussions and case studies, this volume explores how processes of contestation about knowledge, norms, and governance processes shape efforts to promote sustainability through international environmental governance. The epistemic communities literature of the 1990s highlighted the importance of expert consensus on scientific knowledge for problem definition and solution specification in international environmental agreements. This book addresses a gap in this literature – insufficient attention to the multiple forms of contestation that also inform international environmental governance. These forms include within-discipline contestation that helps forge expert consensus, inter-disciplinary contestation regarding the types of expert knowledge needed for effective response to environmental problems, normative and practical arguments about the proper roles of experts and laypersons, and contestation over how to combine globally developed norms and scientific knowledge with locally prevalent norms and traditional knowledge in ways ensuring effective implementation of environmental policies. This collection advances understanding of the conditions under which contestation facilitates or hinders the development of effective global environmental governance. The contributors examine how attempts to incorporate more than one stream of expert knowledge and to include lay knowledge alongside it have played out in efforts to create and maintain multilateral agreements relating to environmental concerns. It will interest scholars and graduate students of political science, global governance, international environmental politics, and global policy making. Policy analysts should also find it useful.

Book excerpt: The environmental degradation of the Mediterranean basin is already severe and is worsening by the day in many areas. To bring this degradation to a halt, the Mediterranean countries must find remedies for the underlying causes : harmful economic policies, weak regulatory and administrative systems, and insufficient popular awareness and political resolve. The base for common action is solid. The Mediterranean Action Plan, (begun in 1975), has advanced understanding of the threats to the environment and has provided a forum for common approaches and agreements. Much, however, remains to be done to influence the formulation of economic policies and investment projects. This report, a joint effort by the two Banks, identifies priority areas and defines the broad instruments of intervention for mounting a responsive program of assistance - the Environmental Program for the Mediterranean (EPM). This report concludes the first of the program's three phases. The second phase will identify and prepare investment projects and institution strengthening activities and will define specific policy measures. The third phase will implement these measures, projects and activities.

Book excerpt: Essay from the year 2013 in the subject Politics - Environmental Policy, grade: 1,3, Universitat Autònoma de Barcelona (Institut Barcelona d'Estudis Internacionals (IBEI)), course: International Environmental Politics, language: English, abstract: This essay seeks to shed light on the role of the Federal Republic of Germany in EU environmental policy-making. In order to achieve this, the structure of this essay is threefold. First of all, a short introduction is given, outlining the history of EU environmental legislation until present day. In a second step, Germany’s possibilities and efforts towards uploading its environmental policy (Umweltpolitik) in EU legislation processes are analyzed. Here, special attention will be paid to Germany’s efforts in the field of climate change within the European Commission (hereafter: Commission), the Council of the European Union (hereafter: Council), and the European Parliament (hereafter: EP). Finally, the findings are summarized and analyzed, looking at future prospects.
