Book excerpt: Founded in the early thirteenth century, the Mali Empire stretched from the Atlantic coast of West Africa across the savannah lands to Timbuktu and Gao. Comprised of multiple ethnics groups—the Soninke, the Mandenka, Fula, Sosso, Tuareg, Sonrai, Almoravids—Mali was politically dominated by the Mandenka people who developed a comprehensive, eloquent, and ennobling historical tradition that has garnered international recognition and praise. Combining music, poetry, drama, storytelling, genealogy, history, and philosophy, the Malinke griot or jeli interprets Mali’s history both aesthetically and discursively with the utilitarian objective of maintaining peaceful and ethical social relations within the empire. He/she is a political advisor, ambassador, judicial advisor, cultural and social anthropologist, historian, genealogist, mediator of domestic and national disputes, officiator of rites of passage ceremonies, musician, poet, and teacher. Kuma Malinke Historiography: Sundiata Keita to Almamy Samori Toure examines the philosophy of history and methodology of the Malinke historians through an in-depth analysis of historical oral literature and the griots’ own theories of the art of history. Kai discusses griot accounts of major historical figures, such as Sundiata Keita, Sumanguru Kante, Sogolon Conde, Mansa Musa, Manding Bokari (Abubakr Muhammad II), Biton Koulibaly, Almamy Samori Toure, and their impact on Mali’s history. Book excerpt: The tithe is a levy characteristic of the agrarian ancien regime, and is of great interest to historians of traditional societies such as pre-1789 France and other countries of Europe and Latin America until the beginning of the nineteenth century. Measured and recorded from year to year, the tithe forms an indicator which, albeit very approximate, is nevertheless extremely valuable in revealing the trends in agricultural production (grain, wine, stockbreeding ,etc.) over periods of years, decades or centuries. The book is in two parts. The first, by Joseph Goy, deals with theoretical questions and the methods used for research on the tithe and other associated dues. The second part, by Emmanuel Le Roy Ladurie in collaboration with Marie-Jeanne Tits-Dieuaide, presents an overview of the conclusions reached from the study of secular fluctuations in the product of the tithe and in other revenues from the land. These results, relating to the long period from the fourteenth to the nineteenth centuries, were obtained from the work of nearly a hundred historians in many countries; their help was an essential element in the writing of the book.

There, delegation to nonprofits was motivated by the desire to increase the state's ability to achieve progressive social goals, including enabling welfare programs to reach more of the disadvantaged. Elites sought to recruit nonprofit organizations as partners not to roll back the state, but to bolster and extend its power. Ullman suggests that the western welfare state's new reliance on nonprofit organizations should be re-evaluated in light of the French case.
