Book excerpt: This book constitutes a systematic and critical assessment of the nature, evolution, and prospects of the development partnership between the 79-member African, Caribbean, and Pacific (ACP) group of states and the 28-member European Union (EU). A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe. The authors in this volume examine the history of the ACP-EU partnership since 1975; the EU’s relationship with the African, Caribbean, and Pacific regions individually; ACP experiences with economic partnership agreements with the EU; and new political issues, in particular, security, migration, and diasporas. Shedding light on the future prospects of this relationship, this book will be of interest to both scholars and policymakers working on the ACP-EU relationship and related development issues, including trade, aid, security, and migration.

Book excerpt: The Handbook on the EU and International Trade presents a multidisciplinary overview of the major perspectives, actors and issues in contemporary EU trade relations. Changes in institutional dynamics, Brexit, the politicisation of trade, competing foreign policy agendas, and adaptation to trade patterns of value chains and the digital and knowledge economy are reshaping the European Union's trade policy. The authors tackle how these challenges frame the aims, processes and effectiveness of trade policy making in the context of the EU's trade relations with developed, developing and emerging states in the global economy.

Book excerpt: A unique and comprehensive introduction to contemporary development issues in East and Southern Africa, and represents a significant departure from the often descriptive approach adopted by existing regional and development texts on African regions. Each contribution is carefully chosen to highlight the theoretical basis to development issues, and the practical problems of implementing development plans, in this vital subregion. Overall this produces comprehensive and balanced coverage of historical, economic, political and social issues. The twin issues of globalisation and modernisation give the book a clear focus.

Available in PDF, EPUB and Kindle. Book excerpt: Broadening the Debate on EU–Africa Relations is designed to expand the scope of our understanding of the multi-layered relationship between the European Union and African political actors in order to shape both the academic and policy level discourse. The focus on chapters highlighting an African perspective offers an opportunity to redress an imbalance in scholarship, and also represents an effort to reinvigorate the EU-Africa discourse. The contributors scrutinise hitherto underexplored areas, from agricultural cooperation to sanctions to scientific collaboration, as new insights linger in the less visible margins of the relationship. Jointly, they push in the same direction, to broaden the debate on how subjects are approached in a field of study that has one-sidedly focus on the intended actions of the EU. To that end, three dimensions represent the common thread of the book: how to recalibrate African and European perspectives, how to proceed on an assumption of mutual influence rather than unidirectionality, and how to highlight the intertwined nature of the different drivers of the relationship. Recalibrating African and European perspectives by focusing on elements of reciprocity within the broad array of interregional interactions, Broadening the Debate on EU–Africa Relations will be of great interest to scholars of African Studies, African IR, and the EU. The chapters were originally published as a special issue of the South African Journal of International Affairs.

Available in PDF, EPUB and Kindle. Book excerpt: Despite a stop-and-go policy, over the past twenty years the European Union, Latin America, and the Caribbean Region have joined forces to scale-up their partnership. Today, the time seems ripe for the EU to give new impetus to bi-regional relations as the US interest in the region appears to be decreasing, and China quickly steps in. The near future will indicate whether the political will to bolster relations between the EU and the region is actually stronger than before: how will the agreements between the EU and Mexico, Chile, and the Caribbean be updated? Will the EU-MERCOSUR Association Agreement be completed? If so, the EU will be able to enact free trade agreements with all the countries in the region, except Bolivia, Venezuela and Cuba. The latter is already involved in its first ever negotiation with the EU to strengthen bilateral cooperation. This volume provides an overview and wide-ranging analyses on the ongoing negotiations, viable options and possible results.

This book was released on 2003 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Subregional trade arrangements (RTAs) in Eastern and Southern Africa have proliferated in the past 10 to 15 years. The small size of most of the countries in the region, some of which are landlocked, and the security needs in the post independence period largely explain the rapid expansion. These arrangements are characterized by multiple and overlapping memberships, complex structures, and eventually, conflicting and confusing commitments. The influence of RTAs has been limited to assisting the region in increasing trade, attracting foreign direct investment, enhancing growth, and achieving convergence among member countries. But despite their limitations, RTAs have the potential, if properly designed and effectively implemented, to be an important instrument in integrating member countries into global markets. In 1998 most of the Southern African countries, as members of the Africa Caribbean Pacific group (ACP), signed the Cotonou Agreement with the European Union, which includes the negotiation of economic partnership agreements (EPAs) between the EU and the ACP. The Cotonou Agreement explicitly leaves to the ACP countries to decide the level and procedures of the EPA trade negotiations, taking into account the regional integration process. This raises the question of how to decide on the groupings in the context of conflicting regional trade agendas. The author argues that the Cotonou Agreement and EPA negotiations could become the external driving force that will push the regional organizations to rationalize and harmonize their regional trade arrangements, thus strengthening the integration process and economies of the region, and assisting the Eastern and Southern Africa region in becoming a more active partner in the global economy.
