Book excerpt: Nuclear, biological, and chemical (NBC) weapons delivered covertly by terrorists or hostile governments pose a significant and growing threat to the United States and other countries. Although the threat of NBC attack is widely recognized as a central national security issue, most analysts have assumed that the primary danger is military use by states in war, with traditional military means of delivery. The threat of covert attack has been imprudently neglected.Covert attack is hard to deter or prevent, and NBC weapons suitable for covert attack are available to a growing range of states and groups hostile to the United States. At the same time, constraints on their use appear to be eroding. This volume analyzes the nature and limits of the covert NBC threat and proposes a measured set of policy responses, focused on improving intelligence and consequence-management capabilities to reduce U.S. vulnerability.About the authors: Richard A. Book excerpt: Annie Whitman's ordinary Midwest life is shattered with the sudden death of her husband Jack. Thirty-five and failing at life as a widow, she turns to the comforts of vodka in an attempt to camouflage the cold sheets of an empty bed. The necessary inebriation helps her to cope with Jack's death, but proves to be a deterrent in recovering any sense of normalcy. After spending several months at the bottom of a bottle, Annie stumbles upon a lockbox in the crawl space of her basement. Opening this box also opens her eyes to the likelihood that Jack Whitman might not have been the honest and doting man she married. Annie embarks on a mission to the Virgin Islands to uncover the truth about her husband's past and seek safety from her brother-in-law, who seems to be the captain of his own sinking ship. While settling into paradise, she meets the wickedly handsome, but surprisingly reserved Kessler Carlisle, who is struggling with his retirement from country music superstardom. With Kessler's help, Annie discovers the heart's uncanny ability to heal, and the possibility that dead men don't always keep their secrets-even if they're buried in the Caribbean waters of St. Croix. The Achilles Heel delves into the formidable fact that everyone harbors darkness, and some will go to the depths of the ocean to keep their secrets hidden.

Available in PDF, EPUB and Kindle. Book excerpt: For over forty years in more than sixty countries, Raymond Baker has witnessed the free-market system operating illicitly and corruptly, with devastating consequences. In Capitalism’s Achilles Heel, Baker takes readers on a fascinating journey through the global free-market system and reveals how dirty money, poverty, and inequality are inextricably intertwined. Readers will discover how small illicit transactions lead to massive illegalities and how staggering global income disparities are worsened by the illegalities that permeate international capitalism. Drawing on his experiences, Baker shows how Western banks and businesses use secret transactions and ignore laws while handling some $1 trillion in illicit proceeds each year. He also illustrates how businesspeople, criminals, and kleptocrats perfect the same techniques to shift funds and how these tactics negatively affect individuals, institutions, and countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses Chinese discourse on Indian attitudes towards the Belt & Road Initiative (BRI), and argues that the Indian discourse is becoming one of the biggest hurdles to China creating its own narrative about China’s rise in Asia and beyond. In doing so, it spans across the themes of the power struggle between China and US, China and India, the Chinese perception of India, China-South Asia relations, the China-US- India strategic triangle and the success and failures of BRI. The first part of the book focuses on the Chinese thinking behind the launch of the BRI and addresses questions related to the purpose of this initiative and ways in which it will facilitate China’s rise as a superpower. Subsequently the book addresses how effective or ineffective India’s challenge is and how it is negatively affecting China’s BRI.
