Book excerpt: Social Functions of Language in a Mexican-American Community is an inquiry into how language functions in the life of a bilingual minority group in process of cultural change, this study investigated the acculturation and assimilation of individuals of Mexican descent living in Tucson, Arizona. Specifically, the language usage and interpersonal relations of individuals from representative families in the bilingual community of Tucson, the usage of bilingual social groups in the community, and the linguistic and cultural contacts between bilinguals and members of the larger Tucson community were examined. Data were drawn from observational studies of individuals and families; observation of group activities; and observation of, supplemented by questionnaires on, the cultural interests of Mexican children and their families. Some conclusions of the study were that Spanish came to be identified in the Mexican community as the language of intimate and family relations, while English came to be identified as the language of formal social relations and of all relations with Anglos. It was also found that the younger American-born group reject both Spanish and English in favor of their own language, Pachuco. Tables depicting the characteristics of 20 families, the language usage of families, and the language usage in personal relationships of English and Spanish are included. Suggestions for further research are made.

The introduction will give a short historical overview over the Mexican Americans′ schooling. In the main part, the description of what is referred to as vicious circle will be followed by the depiction of the Mexican Americans′ situation in school in the south-western states of the United States. As this situation cannot be considered as good, the Bilingual Education Act of 1968 which marked a first step towards an improvement will be introduced. Apart from that, two models of bilingual education will mainly find reconsideration and will be compared with each other regarding their usefulness to give the Mexican Americans an equal educational opportunity as the Anglo Americans have. Towards the end of the main part, the attempt will be made to answer the topic question of this paper. Several obstacles on the way to ′good′ bilingual schooling and possible alternatives will be mentioned then. The concluding remarks will sum up the result of this paper and will shortly focus on the contemporary situation of the Mexican Americans in the American school system. [...]

It presents current information about such issues as dropout rates, reading levels, and participation in advanced mathematics and science courses. It includes a synthesis of research about current trends, including the growth of this population, changes in immigration patterns, and changes in the segregation of this population. Chapter 1 describes Mexican-Americans and other language-minority groups in terms of levels of educational attainment, cultural and language diversity, and population trends and projections. Chapters 2-4 address personal, instructional, and school factors important for the success of language-minority students and examine trends and issues in bilingual education. Chapter 5 discusses ways to create school systems that support instruction of language-minority students including: (1) knowing student rights; (2) imparting high expectations; (3) ensuring appropriate student placement; (4) working to reduce the achievement gap; (5) taking an advocacy position in testing and grade retention; (6) improving staff development and minority teacher recruitment; and (7) involving parents in meaningful activities. Chapter 6 covers policy recommendations that include disaggregating student data, demonstrating commitment to uphold civil-rights laws, pursuing excellence and equity (not simply compliance), identifying a top-level administrator as an equity advocate, and joining the equity network.
