This new work contributes to addressing that challenge, by looking at the obstacles which stand in the way of implementing a right to food in the era of globalisation. The book describes the current situation of global hunger; it considers how it relates both to the development of food systems and to the merger of the food and energy markets; and it explains how the right to food contributes to identifying solutions at the domestic and international levels. The right to food, it argues, can only be realised if governance improves at the domestic level, and if the international environment enables governments to adopt appropriate policies, for which they require a certain policy space. The essays in this book demonstrate that the current regimes of trade, investment and food aid, as well as the development of biofuels production – all of which contribute to define the international context in which states implement such reforms – should be reshaped if national efforts are to be successful. The implication is that extraterritorial human rights obligations of states (their obligations to respect the right to food beyond their national territories, for instance in their food aid, investment or trade policies), as well as the strengthening of global governance of food security (as is currently being attempted with the reform of the Committee on World Food Security in Rome), have a key role to fulfill: domestic reforms will not achieve sustainable results unless the international environment is more enabling of the efforts of governments acting individually. In this reform process, accountability both at the domestic and international level is essential if sustainable progress is to be achieved in combating global hunger.

Book excerpt: The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.

In Hunger in the Balance, Jennifer Clapp provides a timely and comprehensive account of the contemporary politics of food aid, explaining the origins and outcomes of recent clashes between donor nations-and between donors and recipients. She identifies fundamental disputes between donors over "tied" food aid, which requires that food be sourced in the donor country, versus "untied" aid, which provides cash to purchase food closer to the source of hunger. These debates have been especially intense between the major food aid donors, particularly the European Union and the United States. Similarly, the EU's rejection of GMO agricultural imports has raised concerns among recipients about accepting GMO foodstuffs from the United States. For the several hundred million people who at present have little choice but to rely on food aid for their daily survival, Clapp concludes, the consequences of these political differences are profound.

Food banks and food pantries have proliferated in response to an economic emergency. The loss of manufacturing jobs combined with the recession of the early 1980s and Reagan administration cutbacks in federal programs led to an explosion in the growth of food charity. This was meant to be a stopgap measure, but the jobs never came back, and the “emergency food system” became an industry. In Big Hunger, Andrew Fisher takes a critical look at the business of hunger and offers a new vision for the anti-hunger movement. From one perspective, anti-hunger leaders have been extraordinarily effective. Food charity is embedded in American civil society, and federal food programs have remained intact while other anti-poverty programs have been eliminated or slashed. In this monograph, Anna Chadwick draws on theoretical work from a range of disciplines to challenge accounts that portray law's role in the context of hunger as exclusively remedial. The book takes as its starting point claims that financial traders 'caused' the 2007-8 global food crisis by speculating in financial instruments linked to the prices of staple grains. The introduction of new regulations to curb the 'excesses' of the financial sector in order to protect the food insecure reinforces the dominant perception that law can solve the problem. Chadwick investigates a number of different legal regimes spanning public international law, international economic law, transnational governance, private law, and human rights law to gather evidence for a counterclaim: law is part of the problem. The character of the contemporary global food system-a food system that is being progressively 'financialized'-owes everything to law. If world hunger is to be eradicated, Chadwick argues, then greater attention needs to be paid to how different legal regimes operate to consistently privilege the interests of the wealthy few over the needs of poor and the hungry.
