But in Bangladesh bureaucracy represents a dismal picture and suffers from various ills. Standing on the threshold of the 21st century when the whole world is experiencing cataclysmic change in the sphere of political transformation, economic globalization, technological innovation, media revolution and rapid growth of the nation states- it is now quite exigent to rearrange or reorganize the state machinery for coexisting with the changed world order. In consonance with the changes- the role, function and responsibility of bureaucracy should be devised in a way that it can ensure its productivity and efficiency by creating an enabling condition for development. Absence of efficiency, transparency, accountability, representational political culture, institutional weakness of political, social and economical apparatus and malfunction among those systems has made the bureaucratic system in Bangladesh despicable and disdainful. The paper, ipso facto, aims at unravelling the issues related with the concept of bureaucracy, the role of bureaucracy in the third world with special emphasis on Bangladesh, depicting a brief sketch about the traditional and development bureaucracy in Bangladesh. Lastly, but not the least, some suggestions to make the bureaucracy accountable, efficient and responsive to the people's demands and aspirations have been given.

Book excerpt: Jointly, the World Bank and the Government of Albania undertook an assessment of poverty, conducted in a qualitative manner, to gain information that could guide policy development and resource allocation. The research was conducted through a series of focus groups, interviews, and surveys that permitted community members in ten areas within Albania, to define poverty in their own terms. During the ten years of reform, Albania has been buffeted by set backs which led fully 40% of respondents to indicate that socioeconomic conditions have worsened during that period. While informal coping mechanisms have been developed in many communities, these are under stress and threaten to give way. The study suggests that a poverty reduction strategy must, at the very least, include improvements in government management, employment opportunities, provision of social services, infrastructure development, and public security.

In this context, it is common to hear claims of accountability 'deficit' (a particular mechanism or area is lacking in accountability) and 'overload' (a particular mechanism or area over-delivers on accountability). Despite the frequency of references to these concepts, their precise content remains undeveloped. This book offers an explanation, as well as a framework for future exploration, of these concepts. It highlights the difficulty of defining a benchmark that might be used to measure the amount of accountability in a particular situation, and also the challenge of mapping out accountability mechanisms as a system. While difficult, if accountability is indeed a foundational concept underpinning our system of government, there is merit in meeting these challenges head-on.
