The purpose of the investigation is to gain a better understanding of access to capital by young firms and how the recent economic and financial crisis has affected their access to financial capital, especially among firms owned by women and minorities and firms that are high tech in nature. In light of the key role in small business finance played by financial institutions, this book pays disproportionate attention to access of bank loans. Although these issues are important, research has traditionally been limited by a lack of appropriate data. A primary obstacle has been the absence of representative samples of small businesses that contain detailed descriptions of their access to financing. The primary source of data on this question, the Federal Reserve Survey of Small Business Finances, was discontinued in 2003, and is thus unavailable for studying the effects of the financial crisis on small businesses. A second obstacle has been the tendency of researchers to analyse data on cross sections of small businesses of varying ages and sizes at a single point in time. While the findings from these snapshots have been valuable to scholars and policy-makers, they have also been limited. Because they are static, these snapshots do not capture the ways in which small business financing unfolds over the life cycle of the firm and changes over time. This book attempts to overcome these obstacles by examining the effects of the changing financial environment generally and the economic crisis specifically, on access to capital by small businesses over the 2004 through 2010 period, controlling for business and owner characteristics.

Thirteen million people in the United States—roughly one in ten workers—own a business. And yet rates of business ownership among African Americans are much lower and have been so throughout the twentieth century. In addition, and perhaps more importantly, businesses owned by African Americans tend to have lower sales, fewer employees and smaller payrolls, lower profits, and higher closure rates. In contrast, Asian American-owned businesses tend to be more successful. In Race and Entrepreneurial Success, minority entrepreneurship authorities Robert Fairlie and Alicia Robb examine racial disparities in business performance. Drawing on the rarely used, restricted-access Characteristics of Business Owners (CBO) dataset compiled by the U.S. Census Bureau, Fairlie and Robb examine in particular why Asian-owned firms perform well in comparison to white-owned businesses and black-owned firms typically do not. They also explore the broader question of why some entrepreneurs are successful and others are not. After providing new comprehensive estimates of recent trends in minority business ownership and performance, the authors examine the importance of human capital, financial capital, and family business background in successful business ownership. They find that a high level of startup capital is the most important factor contributing to the success of Asian-owned businesses, and that the lack of startup money for black businesses (attributable to the fact that nearly half of all black families have less than $6,000 in total wealth) contributes to their relative lack of success. In addition, higher education levels among Asian business owners explain much of their success relative to both white- and African American-owned businesses. Finally, Fairlie and Robb find that black entrepreneurs have fewer opportunities than white entrepreneurs to acquire valuable pre-business work experience through working in family businesses.

The aggregate gross annual value of these smallholder producers approaches US$1.3 trillion. Adding value to that production, through financial investment, will be key to delivering the Sustainable Development Goals (SDGs). Therefore, access to finance is an important issue. The Forest and Farm Facility (FFF) commissioned this scoping paper to assess what might be done to improve access to finance. Organisation of forest and farm producers allows finance to be channelled toward valueadded investments. But the motivation to form forest and farm producer organisations (FFPOs) varies with context, from the desire to secure resource rights for Indigenous peoples in the forest core, to the desire to strengthen economic scale efficiencies in periurban forest product processing industries. The scale and type of finance needs vary and span enabling investments (grants or concessional loans)through to asset investments (market-rate capital that requires a return). Access to finance for FFPOs requires tailored approaches. For FFPOs, enabling investments in four key areas are needed to create the conditions and necessary track record to attract asset investment: (i) secure commercial rights; (ii) strong organisation for scale; (iii) appropriate technical extension; and (iv) fair market access and business incubation. Enabling investments of this sort make FFPO businesses bankable and affords them access to finance.

This report discusses the rationale provided for the 7(a) program; the program's borrower and lender eligibility standards and program requirements; and program statistics, including loan volume, loss rates, use of proceeds, borrower satisfaction, and borrower demographics. It also examines issues raised concerning the SBA's administration of the 7(a) program, including the oversight of 7(a) lenders and the program's lack of outcome-based performance measures. In addition, the report surveys congressional action taken during the 111th Congress to enhance small businesses' access to capital, including the providing more than $1.1 billion to temporarily subsidize the 7(a) and 504/Certified Development Companies (CDC) loan guaranty programs' fees and temporarily increase the 7(a) program's maximum loan guaranty percentage to 90% (funding was exhausted on January 3, 2011); raising the 7(a) program's gross loan limit from $2 million to $5 million; and establishing an alternative size standard for the 7(a) and 504/CDC loan programs.

During the 111th Congress, P.L. 111-240, the Small Business Jobs Act of 2010, provided the Small Business Administration (SBA) additional funding and enhanced several SBA lending programs in an effort to assist small businesses access capital. The act also authorized the Secretary of the Treasury to establish a $1.5 billion State Small Business Credit Initiative (SSBCI). The SSBCI provides funding, allocated by formula and distributed in one-third increments, to states, territories, and eligible municipalities (hereinafter referred to as states) to expand existing or create new state small business investment programs, including state capital access programs, collateral support programs, loan participation programs, loan guarantee programs, and venture capital programs. In most instances, the initial round of funding (called a tranche) took place in FY2011. Most states received their second tranche during FY2013. As of June 30, 2014, 47 states had received at least two tranches and 20 had received their third and final tranche. The remaining states are expected to receive their third and final tranche during FY2015. SSBCI participants are expected to leverage their SSBCI funds to generate new small business lending that is at least 10 times the amount of their SSBCI funds. Forty-seven states; American Samoa; the District of Columbia; Guam; the Northern Mariana Islands; Puerto Rico; the U.S. Virgin Islands; Anchorage, Alaska; two consortiums of municipalities in North Dakota; and a consortium of municipalities in Wyoming currently participate in the program. The Obama Administration has recommended that another $1.5 billion round of funding take place, with applications accepted in FY2015 and state allotments provided in one-half increments starting in FY2015 and continuing through FY2018. The Administration has proposed that $1 billion be competitively awarded to states and $500 million awarded "by a need-based formula based on economic factors such as job losses and pace of economic recovery." Legislation with provisions similar to the Administration's proposal has been introduced in both the House and the Senate (H.R. 4556 and S. 2285). This report examines the SSBCI and its implementation, including Treasury's response to initial program audits conducted by the U.S. Government Accountability Office (GAO) and Treasury's Office of Inspector General (OIG). These initial audits suggest that SSBCI participants are generally complying with the statute's requirements, but that some compliance problems exist; Treasury's oversight of the program could be improved; and performance measures are needed to assess the program's efficacy.
