Book excerpt: "For years, Brazil has had a system of higher education, which has not adequately met the needs of the Brazilian companies or prospective students. In comparison to other countries in the region, Brazilian universities have enrolled a significantly smaller percentage of the eligible students, have not produced an adequately trained work force and have been cost prohibitive for lower income students. Both economic and societal pressures are now forcing changes upon the educational system. Together with the Minister for Education, members of the National Education Council, and others, World Bank staff participated in an assessment of options to improve higher education over the next two or three decades. This study describes the educational system, provides an economic perspective and contains specific policy recommendations resulting from the assessment."

Book excerpt: The current state of higher education in Latin America is examined in discussion papers which attempt to identify the major problems in efficiency, finance, and equity in the area and offer policy choices for improving university performance and quality while maximizing society's return on its investment. The papers are organized as follows: (1) the institutional context which provides the boundaries for analysis and public policy debate; (2) efficiency in resource allocation within the higher education sector; (3) efficiency in resource allocation between higher education and other sectors; (4) equity in the distribution of access to and government subventions to higher education; (5) sources of finance for higher education (sections 2 through 5 focus on undergraduate instruction primarily in larger countries in Latin America); (6) issues in graduate education and research; and (7) a discussion of prescriptions for the improvement of equity and efficiency in Latin American higher education. Appendices include country-by-country breakdown of enrollments, higher education expenditures, and other statistics related to higher education that are indicative of specific countries. Book excerpt: The Center of Internationalization of Education Brazil-Australia, the result of a joint effort between PUCRS and the Australian Embassy in Brazil, aims to become a hub for the internationalization of education in Latin America. Since its establishment in July 2020, the Center has actively promoted the development of research on the internationalization of education, fostering cooperation activities between universities and providing an open network platform for researchers from Australia and Latin America to make connections and learn more about each other's work. It also seeks to foster cooperation agreements between Brazilian and Australian universities, development agencies, technology parks and researchers. In June 2021, the Center was officially recognized as an affiliate of the Australia-led global movement on Internationalization of Curriculum (ioc.global), with support from La Trobe University and Curtin University. As a result, a new network of Latin American researchers (from Argentina, Brazil, Chile, Colombia, Mexico, Paraguay and Uruguay) was mobilized with the aim of developing and validating a regional framework for the process of internationalization of higher education institutions, from the curriculum to the approach of institutional policies. This book consolidates the work developed by the Center along with a group of Brazilian and Australian experts and professionals committed to the internationalization of education. Entitled "Internationalization of Higher Education - reflections and practices from Brazil and Australia", this work is part of a collection of books planned by the Center with the aim of gathering reflections, good practices and experiences of experts and professionals from Latin America, strengthening their profile with Australian and global partners.

Available in PDF, EPUB and Kindle. Book excerpt: Carlos Marichal contends that the boom-and-bust cycles of Latin American foreign loans result mainly from the fluctuations of the world economy, rather than from errors made in Latin America itself. Marichal shows that the present debt crisis is only a part of an overall pattern in Latin American history--cycles of loan boom and subsequent debt crisis that are heavily influenced by fluctuations of international trade and capital flows. He also reveals the significant role played by those who implement debt policies. Examining the strategies of both lenders and borrowers, he makes it clear that foreign loan negotiations are not only financial tools but also political instruments with broad economic and social consequences. The book analyzes in detail the four major debt crises that took place in Latin America during the nineteenth and early twentieth centuries. Marichal's focus is comparative, since the contracting of foreign loans and their repayment were problems common to virtually all nations of the region. He devotes special attention to explaining the links of these debt crises to the international financial panics of 1825, 1873, 1890, and 1929. The epilogue compares the debt crises of the past with the contemporary Latin American debt crisis.

Book excerpt: This book deals with useful plants of neotropical origin, i.e., plants which have been cultivated in Southern and Central America as well as their wild relatives. Quite a number of these trees and bushes have "conquerred" the world as early as 400 years ago and are nowadays of utmost importance for feeding the increasing world population (e.g., potatoes). It has been estimated that about 150 such useful plants stem from the "New World." This book does not only describe the current theories about their domestication, cultivation, and evolution; it also discusses biotechnological methods for improving their productivity. About the German edition: ..". One of the most interesting and recurring themes of this book concerns some little-known species of potential value which may well become important to a future which is certain to present us with serious problems, at least as far as alimentation is considered. BrA1/4cher's book is absolutely up to date in the taxonomic and nomenclatural sense..." "Excerpta Botanica"#1
