Gine focuses on two important aspects of rural credit markets in Thailand. First, moneylenders and other informal lenders coexist with formal lending institutions such as government or commercial banks, and more recently, micro-lending institutions. Second, potential borrowers presumably face sizable transaction costs obtaining external credit. The author develops and estimates a model based on limited enforcement and transaction costs that provides a unified view of those facts. The results show that the limited ability of banks to enforce contracts, more than transaction costs, is crucial in understanding the observed diversity of lenders. Book excerpt: In the 1980s the Thai government tried to legalize squatters by issuing special titles that restricted the sale and rental of the land. Using data from 2,874 farming households collected in 1997, the author finds that in places where these government titles where issued, leased plots are more likely to be titled than those that are self-cultivated. For these areas, he uses a model to estimate a 6 percent risk premium in the rental rate for untitled plots. In other areas, however, land rights play no role in the decision to lease land and the rental rate of untitled plots does not include a risk premium. The results indicate that this policy distorted the land rental market by triggering a sense of insecurity among landowners.

Running since 1997 and continuing today, the Townsend Thai Project has tracked millions of observations about the economic activities of households and institutions in rural and urban Thailand. The project represents one of the most extensive datasets in the developing world. Chronicles from the Field offers an account of the design and implementation of this unique panel data survey. It tells the story not only of the origins and operations of the project but also of the challenges and rewards that come from a search to understand the process of a country's economic development. The book explains the technical details of data collection and survey instruments but emphasizes the human side of the project, describing the culture shock felt by city-dwelling survey enumerators in rural villages, the “surprising, eye-opening, and inspiring” responses to survey questions, and the never-ending resourcefulness of the survey team. The text is supplemented by an epilogue on research findings and policy recommendations and an appendix that contains a list and abstracts of published and working papers, organized by topic, using data from the project. Social and economic policies are too often skewed by political considerations. The Townsend Thai Project offers another basis for policy: accurate measurement based on thoroughly collected data. From this, a clear template emerges for understanding poverty and alleviating it.

Book excerpt: The history, science, and social aspects of today’s Thai agriculture is traced from hunters and gatherers through agro-cities through State-religious Empires and immigrating Tai to produce a sustainable agriculture. The wet glutinous rice culture determined administrative structures in a pragmatic society which regularly produced a saleable surplus. Continuing today, these systems consolidated the importance of rice agriculture to national security and economic well-being, as Chinese and European influence benefited agribusiness and initiated the demand which would expand agriculture through population increase until accessible land was expended. As agriculture declined in relative financial importance, it continued to provide the benefits of employment, crisis resilience, self-sufficiency, rural social support, and cultural custody. Agricultural institutions evolved from a taxation and dispute resolution base to provide research, education, and technology transfer at levels below potential as they supported commercial agriculture funded by credit. Agribusiness expanded from the 1960s and small-holders were partly viewed as a past relic which agribusiness could modernise. Unique elements of Thai agriculture include: irrigation technologies; administrative structures based on water control; global leadership in many agricultural commodities; multinational agribusiness; negotiating approaches; potential for further increases from known technologies, and an open culture which has embraced new ideas. One of the world’s few major agricultural exporters, Thailand leads the world in rice, rubber, canned pineapple, and black tiger prawn production and export, the region in chicken meat export and several other commodities, and feeds more the four times its own population from less intensive agriculture than its neighbours. Poised to benefit from expansion in livestock demand, poverty reduction, and improved education, research, and legal and social systems, evident in the recent Asian financial crisis, will be considered with popular concern for socially sensitive alternatives for small-holder farmers to co-exist with commercial agriculture. Thailand will likely remain one of the world’s major agricultural countries in social, environmental and economic terms for the foreseeable future, as it addresses the continuing rural issues of poverty and inequity.
