First, moneylenders and other forms of informal financing coexist with formal lending institutions such as government or commercial banks, and more recently, micro-lending institutions. Second, potential borrowers face sizeable transaction costs obtaining external credit. We develop a model that provides a unified view of these facts and whose tractability allows a structural estimation. The results show large disparities between access to formal and informal credit. While for some households the cost of accessing a formal institution can be as large as the average amount borrowed, the transaction costs of credit from informal sources are negligible for everyone. In addition, the data strongly reject the hypothesis that access to formal credit is uniform across households. In fact, although proximity to a formal institution reduces the transaction cost, the importance of other measures suggest that informational asymmetries also play a role.

Book excerpt: This study examines the demand for and supply of financial services for small entrepreneurs in Northern Thailand. Particular emphasis is placed on credit technologies deployed by formal and informal institutions and on determinants of credit access and borrower transaction costs. The study complements and expands on existing research into micro-finance by adding a specific regional dimension. A remarkable situation of -urban bias in reverse- has been detected as far as access to formal finance is concerned. Conventional access variables (such as education and the level of household income and assets) do not explain <I>rural households' access to institutional credit sources, while these factors turned out to be powerful determinants in explaning <I>urban households' access to formal finance. This can be explained by the efforts on the part of the Thai government to improve access to credit for small rural enterprises. The author concludes that the neglect of rural finance and the lack of innovative financial approaches is, to a significant extent, also the result of political priority-setting and decision-making; it cannot be attributed to unattractive investment possibilities alone."

Book excerpt: In the 1980s the Thai government tried to legalize squatters by issuing special titles that restricted the sale and rental of the land. Using data from 2,874 farming households collected in 1997, the author finds that in places where these government titles where issued, leased plots are more likely to be titled than those that are self-cultivated. For these areas, he uses a model to estimate a 6 percent risk premium in the rental rate for untitled plots. In other areas, however, land rights play no role in the decision to lease land and the rental rate of untitled plots does not include a risk premium. The results indicate that this policy distorted the land rental market by triggering a sense of insecurity among landowners.

Running since 1997 and continuing today, the Townsend Thai Project has tracked millions of observations about the economic activities of households and institutions in rural and urban Thailand. The project represents one of the most extensive datasets in the developing world. Chronicles from the Field offers an account of the design and implementation of this unique panel data survey. It tells the story not only of the origins and operations of the project but also of the challenges and rewards that come from a search to understand the process of a country's economic development. The book explains the technical details of data collection and survey instruments but emphasizes the human side of the project, describing the culture shock felt by city-dwelling survey enumerators in rural villages, the “surprising, eye-opening, and inspiring” responses to survey questions, and the never-ending resourcefulness of the survey team. The text is supplemented by an epilogue on research findings and policy recommendations and an appendix that contains a list and abstracts of published and working papers, organized by topic, using data from the project. Social and economic policies are too often skewed by political considerations. The Townsend Thai Project offers another basis for policy: accurate measurement based on thoroughly collected data.
