Book excerpt: Governments, companies, environmental associations and citizens all over the European Union (EU) are struggling with large scale projects. On the one hand large scale projects can contribute to economic development, on the other hand they often also raise environmental concerns. Because of their size and potential impact, large scale projects usually lead to heavy debates and quickly become of great symbolic value. Consequently, large scale projects are excellent examples of the difficulty to balance economic development with environmental protection. The types of large scale projects, planned as well as 'under construction' in the EU, are very diverse. One can think of all kinds of infrastructure projects (motorways, railways, waterways, stations, ports, airports, ...), building projects (offices, housing projects, sports stadiums, redevelopment of brownfields, ...), waste projects (incineration, landfill, ...), energy projects (electricity and gas networks, wind farms, biogas installations, heat networks, extraction projects, ...), climate projects (CDM projects, ...), water projects, etc. In order to promote the legal thinking about all kinds of environmental and planning law aspects of large scale projects, Hasselt University and KU Leuven, Campus Brussels jointly hosted from 10 to 12 September 2014 the second European Environmental Law Forum (EELF) Conference, with as central topic Environmental and Planning Law Aspects of Large Scale Projects". The conference focused more specifically on the following aspects: -The role of spatial and environmental planning -Permitting and review procedures -Critical sectoral regimes -Horizontal measures. This book offers a selection of the contributions presented at the EELF Conference. They have all been submitted to two double-blind peer reviews. The book is subdivided into six main themes: 1. General 2. Public participation 3. Environmental impact assessment 4. Water 5. Nature 6. Land use."

Is the EU a 'special case' international organisation? The UN General Assembly's adoption of the ILC articles on the International Responsibility of International Organizations was only the catalyst for debate on this topic. In this book, the author examines the legal personality of the EU, how - if at all - its responsibility under international agreements is shared between Member States, and how the international responsibility of the EU relates to its internal responsibilities under EU law. By exploring how in practice such legal regimes as the ILC, UNCLOS, and the WTO have held the EU responsible, this book provides an innovative analysis of a fundamental aspect of the relationship between the EU and international law.

This book was released on 2013-03-12 with total page 452 pages. Available in PDF, EPUB and Kindle. Book excerpt: How is the international responsibility of the European Union determined? In the context of the multilayered and ever evolving Union legal order, the Lisbon Treaty has introduced considerable changes to the Union's participation in international affairs. These have rendered this thorny question an even more pressing concern not only for the European Union and its Member States but also for third countries and international organisations. Based on papers delivered at the bi-annual EU/International Law Forum organised by the University of Bristol in May 2011, this volume brings together EU and international law experts to address the various questions raised by the Union's international responsibility. It discusses horizontal issues, such as the concept of responsibility of international organisations in the evolving international legal order and the different techniques available for determining responsibility. It also focuses on specific policy areas (trade, investment, environment, security and defence, human rights) by approaching them from both an EU and international law perspective.

Book excerpt: This report assesses the extent to which Dutch water governance is fit for future challenges and sketches an agenda for the reform of water policies in the Netherlands. It builds on a one-year policy dialogue with over 100 Dutch stakeholders, supported by robust analytical work and drawing on international best practice. The Netherlands is a pioneer country in water management. It is widely known for its track record in reclaiming land from the sea, as well as its world-class engineering, strong water industry, and agricultural performance. But are these assets enough to cope with current and future challenges? Or do these challenges call for different organisational settings? It is the purpose of the OECD-Netherlands water policy dialogue to address this question,by applying a lens to the current state of play in Dutch water management and identifying ways in which the governance framework can be adjusted so that it is "fit for the future". This report on the outcomes of the policy dialogue focuses on the close interconnection between water governance and water security, both now and in the future. It outlines an agenda for future water policies in the Netherlands, which can improve the country's capacity to cope with future trends driven by climate change, economic growth, demographic patterns or innovation.
