Available in PDF, EPUB and Kindle. Book excerpt: The federal government wastes your tax dollars worse than a drunken sailor on shore leave. The 1984 Grace Commission uncovered that the Department of Defense spent $640 for a toilet seat and $436 for a hammer. Twenty years later things weren't much better. In 2004, Congress spent a record-breaking $22.9 billion dollars of your money on 10,656 of their pork-barrel projects. The war on terror has a lot to do with the record $413 billion in deficit spending, but it's also the result of pork over the last 18 years the likes of: - $50 million for an indoor rain forest in Iowa - $102 million to study screwworms which were long ago eradicated from American soil - $273,000 to combat goth culture in Missouri - $2.2 million to renovate the North Pole (Lucky for Santa!) - $50,000 for a tattoo removal program in California - $1 million for ornamental fish research Funny in some instances and jaw-droppingly stupid and wasteful in others, The Pig Book proves one thing about Capitol Hill: pork is king!

Available in PDF, EPUB and Kindle. Book excerpt: Historically, many faculty and administrators in higher education have regarded themselves as above the fray--part of the national interest, not a special interest--and considered lobbying a dirty business unworthy of their lofty enterprise. Now that academia no longer enjoys all the respect and good will that federal policy makers once afforded it, that attitude has changed. The Republican sweep of the 1994 Congressional elections served as a wake-up call for the higher education community. In response, it made a spirited effort to gain attention for its own policy preferences. Lobbying for Higher Education is about how the major higher education associations and the constituent American colleges and universities try to influence federal policy, especially congressional policy. In clear prose Cook explains how the higher education community organizes itself in Washington, how it lobbies, and how its major interest groups are perceived both by their own members and by public officials. The book focuses on the crucial development in 1995-1996 of a new lobbying paradigm, which included the greater use of campus-based resources and ad hoc coalitions. The most engrossing part of its story is higher education's creative response to the policy turmoil and disruption of the status quo that resulted from the shift in congressional party control. The author, Constance Cook, uses sources unique to this project: over 1,500 survey responses from college and university presidents (a 62% return rate) and nearly 150 interviews with institutional and association leaders. Fortuitously, the 1994 electoral upheaval provided her with an opportunity to capture, analyze, and interpret the responses of her subjects in a period of unusually sweeping change. Lobbying for Higher Education is a timely book with an interesting and important story at its core.

Available in PDF, EPUB and Kindle. Book excerpt: It has become part of US political convention to attack 'earmarks' - legislative provisions that direct funds to specific projects - as wasteful and corrupt. In this provocative book Scott A. Frisch and Sean Q. Kelly argue that in fact earmarks are good for American democracy. Using extensive interviews with Washington insiders and detailed examples they illustrate how earmark projects that were pilloried in fact responded to the legitimate needs of local communities, needs that would otherwise have gone unmet. They also demonstrate that media coverage of earmarks tends to be superficial and overly-dramatic. Cheese Factories on the Moon is a much-needed challenge to a widespread but deeply flawed 'consensus' about what is wrong with US congressional spending.

Available in PDF, EPUB and Kindle. Book excerpt: Science and the University investigates the tremendous changes that have taken place in university research over the past several decades, gauging the current state of research in higher education and examining issues and challenges crucial to its future. Scientific research increasingly dominates the aims and agendas of many American universities, and this proliferation—and changes in the way research is conducted—has given rise to important questions about the interrelations of higher education, funding for scientific research, and government policy. The cost of doing science, the commercialization of university research, the changing composition and number of Ph.D. students, the effect of scientific research on other university programs—these are just a few of the many issues explored in this volume from the vantage points of scholars in such diverse fields as economics, biochemistry, genetics, and labor studies.

Book excerpt: Since the end of the Cold War, federal funding for research at American universities has sharply decreased, while changes in federal policy have combined with the emergence of new high-technology fields to make universities an attractive partner to private industry. In thirteen insightful and wide-ranging essays, Defining Values for Research and Technology examines the modern research university in the throes of this transition. While acknowledging the challenges of increased corporate funding, its contributors argue that university-industry partnerships have the potential to both benefit industrial expansion and enrich academic life.

Book excerpt: Designed to reach a wide audience of scholars and policymakers, the Brookings-Wharton Papers on Urban Affairs is an annual series that serves as a forum for cutting-edge, accessible research on urban policy. The editors seek to integrate broader research into the urban policy discussion by bringing urban studies scholars together with economists and researchers studying subjects with important urban implications. In this issue, papers examine a range of issues that are relevant to urban economics: —the effects of job location in an urban area on residential choice patterns —the impact of race, ethnicity, and gender on mortgage lending —the effects of urban characteristics on the development of new patents The volume also contains three papers on urban development outside of the United States: —urban sprawl in Europe —rural-to-urban migration patterns in Brazil —location patterns of industry agglomeration across Japanese cities
