There are too few pilots in the active component, yet so many new pilots are entering the force that operational units cannot absorb them without jeopardizing readiness and safety. The 1990s saw sizable cuts in force structure, increased tasking, and fewer training sorties in all remaining active operational units. These factors are the genesis of today's absorption problems. During site visits, we observed the adverse training environment that can result when the number of new pilots arriving at operational units exceeds the units' capacity to absorb them. At an active A/OA-10 combat unit located at Pope Air Force Base, North Carolina, for example, we found the following: (1) Sixty percent (47 of 78) of assigned primary mission pilots were decertified from combat mission-ready (CMR) status. (2) Pilots averaged too few sorties monthly, exhibited degraded performance in primary bombing events, and performed poorly on check rides. (3) All instructor pilot (IP) and supervisor survey respondents cited problems with both the quantity and the quality of training available to inexperienced pilots. Many also expressed concern that wingmen in their units were flying advanced missions without a fundamental foundation in certain basic skills. (4) Manning and experience levels exacerbated these problems. Available training sorties had to be distributed among an aircrew position indicator-1 (API-1) pilot population that was 16.7 percent overmanned and only 36.9 percent experienced even though the reported experience level was 48.6 percent.

It employs a problem/solution methodology to accomplish this by investigating the factors contributing to the current United States Air Force (USAF) fighter pilot retention problem. Its key findings include documentation that fighter pilots are being drawn from Active Duty in significant numbers because of their increasingly competitive edge in the airline industry. Current USAF monetary retention programs have become ineffective in retaining the required number of fighter pilots within the force. Additionally, fighter pilots have become increasingly frustrated with the demands of the USAF promotion system requirements while attempting to balance their ability to maintain tactical flying skills. Its key recommendation includes the immediate implementation of a permanent USAF Flight Officer (FO) program to solve the current fighter pilot exodus. This program would provide an alternative career path or choice to fighter pilots at the midpoint of a potential twenty-year career. It would for the first time allow fighter pilots to choose a technical only flying career path lacking the traditional officer progression opportunities, or continue on the current officer career progression model."--Abstract.

Fresh Look at the Fifth-Generation Fighter Pilot Experience Model.(a) This study analyzes how the U.S. Air Force can use training to prepare its F-22 and F-35 pilots to meet future operational requirements. The author begins by reviewing six historic examples of the Air Force's use of combined flight and simulator training to provide a representative environment for pilot training. The author then shows how the lessons learned from these examples have led to the development of an air-to-air training approach that requires representative flight and simulator training at the squadron level. Next, this approach is analyzed as it has been applied to F-22 and F-35 air-to-air training to meet the combatant commanders' requirement for the pilots to be proficient at air combat against enemy 4th generation fighter threats. This analysis reveals several shortfalls in the current training approach for the F-22 and F-35 fighter aircraft pilots. Contemporary F-22 and F-35 pilots do not train against sufficient quantities of representative threats in flight or adequately dynamic threats in simulators. The author concludes that these deficiencies could lead to pilots applying the wrong lessons learned in training, which could reduce their effectiveness in combat. The author then analyses three potential changes the Air Force could make to fill the training gaps in the current approach. These gaps and proposed solutions provide insight into the requirement for the Air Force to invest not only in new technologies, but also in the means to train pilots of advanced aircraft.(b) Experienced fighter pilots are required in many positions both inside and outside the cockpit, including squadron supervision, flight instruction, and headquarters staffs. The definition of fighter experience has changed little since its creation over thirty years ago. Based solely on flight time in either the primary weapons system or high-fidelity simulator, the definition needs to be reexamined as the USAF acquires new aircraft. Fifth generation fighter aircraft, the F-22 and F-35, provide incredible performance and capability, but also present risks to the growth of the experienced fighter pilot population. Decreased aircraft utilization rates and pilot flight time results in a substantially longer period before a new pilot achieves fighter experience. Fifth generation utilization rates are less than fourth generation rates due to increased maintenance requirements and periodic software changes. As a result, a fifth generation pilot can take nearly 40% more time to accrue the requisite flight hours to achieve experience. As a result of longer time to experience, the pilot production pipeline is slowed and vacant pilot positions are left unfilled. Despite flying at a slower rate, many fifth generation pilots complete the Flight Lead Upgrade along similar periods of time as their fourth generation counterparts. This upgrade teaches a pilot the leadership traits necessary to lead formations of aircraft in combat. Those same traits are qualities needed to fill experienced pilot positions. To accurately define the quality and capabilities of the fighter pilot population, the definition of fighter experience should be amended to include completion of the Flight Lead Upgrade. The legacy hours-based model should also be maintained to account for those pilots unable to complete the upgrade.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.

Squadron schedulers ensure the multiple classes and students are scheduled for the activities. Simulator and aircraft training are scheduled individual for each student. Academic training are taught to the class. Aircraft utilization must also be considered. Aircraft Sortie training are also constrained by daylight hours. Additionally, students are limited to a maximum of three training events in a given day. Squadron schedulers must balance these requirements to ensure students meet their training requirements and successfully graduate. The dynamic training environment requires advanced robust schedules with flexibility to accommodate changes. A Visual Interactive Modeling approach is used to generate schedules. Current schedules are being generated manually with an Excel spreadsheet. Taking advantage of Excel's Visual Basic Programming language, the Excel tool is modified in several ways. Scheduling Dispatch rules are implemented to automatically generate feasible schedules. Graphical User Interfaces are used to create a user-friendly environment. Schedulers guide the schedule building process to produce a robust schedule. An attrition environment is created to simulate attrition probabilities of aircraft sortie training due to operations, maintenance, weather, and other cancellations. Analysis of dispatch rules are analyzed.
