Book excerpt: This paper analyses the development of certification programmes in three countries (Indonesia, Canada and Sweden) using the Advocacy Coalition Framework (ACF) as a theoretical reference point. The ACF is an actor-based framework for analysing policy processes and has not previously been applied in a developing country. Actors in the three countries took different approaches to certification. In Canada, in a programme development process supported by the forest products industry, a management systems approach was taken. In Sweden, performance standards were developed in a process initially driven by NGOs. In Indonesia, certification was led by an NGO within a framework established by government, and a performance standards approach was used. The paper concludes that forest certification can be best understood as a policy instrument that promotes and facilitates policy-orientated learning among actors, and provides indirect incentives for improved forest management. Learning occurs both as the standards to be used for certification are developed, and as they are implemented. The benefits of learning and consensus building among actors (such as NGOs, forest companies, private forest owners, indigenous peoples, governments, etc.) who have traditionally been in conflict with each other can be significant. On the other hand, where fundamental changes in forest policy (such as tenure and forest revenue reform) are needed, certification should not be seen as a substitute for these A further conclusion is that, while public policies change over periods of decades, the private policies of retailers and forest product companies can adapt more rapidly to changing circumstances. The concept of a ‘fast track’ of private policy change, compared to the slower track of governmental policy change, is therefore proposed and described. A number of interesting theoretical and empirical avenues for further research on certification are discussed.

Rajala argues that operators sought to neutralize thevariable forest environment by emulating the factory model of workorganization. The introduction of steam-powered overhead loggingmethods provided industry with a rudimentary factory regime by 1930,accompanied by productivity gains and diminished workplace autonomy forloggers. After a Depression-inspired turn to selective logging withcaterpillar tractors timber capital continued its refinement ofclearcutting technologies in the post-war period, achieving completemechanization of yarding with the automatic grapple. Driviing thisprocess of innovation was a concept of industrial efficiency thatresponded to changing environmental conditions, product and labourmarkets, but sought to advance operators' class interests byroutinizing production. The managerial component of the factory regimetook shape in accordance with the principles of the early 20th centuryscientific management movement. Requiring expertise in the organizationof an expanded, technologically sophisticated exploitation process,operators presided over the establishment of logging engineeringprograms in the region's universities. Graduates introducedrational planning procedures to coastal logging, contributing to a rateof deforestation that generated a corporate call for technical forestryexpertise after 1930. Industrial foresters then emerged from theuniversities to provide firms with data needed for long-rangeinvestment decisions in land acquisition and management. Part II constitutes an environmental and political history ofclearcutting. This reconstructs the process of scientific researchconcenring the factory regime's impact on the ecology of theDouglas fir forest, assessing how knowledge was utitized in theregulation of cutting practices. Analysis of business-governmentrelations in British Columbia, Washington and Oregon suggests that thereliance of those client states on revenues generated by timber capitalenouraged a pattern of regulation that served corporate rather thansocial and ecological ends.

Book excerpt: In 1927, Gabriel Sylliboy, the Grand Chief of the Mi'kmaw of Atlantic Canada, was charged with trapping muskrats out of season. At appeal in July 1928, Sylliboy and five other men recalled conversations with parents, grandparents, and community members to explain how they understood a treaty their people had signed with the British in 1752. Using this testimony as a starting point, William Wicken traces Mi'kmaw memories of the treaty, arguing that as colonization altered Mi'kmaw society, community interpretations of the treaty changed as well. The Sylliboy case was part of a broader debate within Canada about Aboriginal peoples' legal status within Confederation. In using the 1752 treaty to try and establish a legal identity separate from that of other Nova Scotians, Mi'kmaw leaders contested federal and provincial attempts to force their assimilation into Anglo-Canadian society. Integrating matters of governance and legality with an exploration of historical memory, The Colonization of Mi'kmaw Memory and History offers a nuanced understanding of how and why individuals and communities recall the past.
