The developed system has successfully supported some of the TxDOT Districts in the development of their 4-year pavement management plans. In addition, pavement conditions in Texas were analyzed in terms of the effectiveness of the 4-year pavement management plans.

Book excerpt: A web-based PAVEment MONitoring system, PAVEMON, is a GIS oriented platform for accommodating, representing, and leveraging data from a multi-modal mobile sensor system. Stated sensor system consists of acoustic, optical, electromagnetic, and GPS sensors and is capable of producing as much as 1 Terabyte of data per day. Multi-channel raw sensor data (microphone, accelerometer, tire pressure sensor, video) and processed results (road profile, crack density, international roughness index, micro texture depth, etc.) are outputs of this sensor system. By correlating the sensor measurements and positioning data collected in tight time synchronization, PAVEMON attaches a spatial component to all the datasets. These spatially indexed outputs are placed into an Oracle database which integrates seamlessly with PAVEMON's web-based system. The web-based system of PAVEMON consists of two major modules: 1) a GIS module for visualizing and spatial analysis of pavement condition information layers, and 2) a decision-support module for managing maintenance and repair (M&R) activities and predicting future budget needs. PAVEMON weaves together sensor data with third-party climate and traffic information from the National Oceanic and Atmospheric Administration (NOAA) and Long Term Pavement Performance (LTPP) databases for an organized data driven approach to conduct pavement management activities. PAVEMON deals with heterogeneous and redundant observations by fusing them for jointly-derived higher-confidence results. A prominent example of the fusion algorithms developed within PAVEMON is a data fusion algorithm used for estimating the overall pavement conditions in terms of ASTM's Pavement Condition Index (PCI). PAVEMON predicts PCI by undertaking a statistical fusion approach and selecting a subset of all the sensor measurements. Other fusion algorithms include noise-removal algorithms to remove false negatives in the sensor data in addition to fusion algorithms developed for identifying features on the road. PAVEMON offers an ideal research and monitoring platform for rapid, intelligent and comprehensive evaluation of tomorrow's transportation infrastructure based on up-to-date data from heterogeneous sensor systems.

Book excerpt: This study was in two parts. The first part established and demonstrated a framework for pavement data integration. This is critical for fulfilling QC/QA needs of INDOT¿s pavement management system, because the precision of the physical location references is a prerequisite for the reliable collection and interpretation of pavement data. Such consistency is often jeopardized because the data are collected at different years, and are affected by changes in the vendor, inventory, or referencing system or reference points. This study therefore developed a ¿lining-up¿ methodology to address this issue. The applicability of the developed methodology was demonstrated using 2012-2014 data from Indiana¿s highway network. The results showed that the errors in the unlined up data are significant as they mischaracterize the true pavement condition. This could lead to the reporting of unreliable information of road network condition to the decision makers, ultimately leading to inappropriate condition assessments and prescriptions. Benefits of the methodology reverberate throughout the management functions and processes associated with highway pavements in Indiana, including pavement performance modeling, optimal timing of maintenance, rehabilitation, and reconstruction (MRR), and assessment of the effectiveness of MRR treatments and schedules.The second part of the study developed correlations for the different types of pavement distresses using machine learning algorithms. That way, the severity of any one type of distress can be estimated based on known severity of other distresses at that location. The 2012-2014 data were from I-70, US-41, and US-52, and the distress types considered are cracking, rutting, faulting, and roughness. Models were developed to relate surface roughness (IRI) to pavement cracks, and between the different crack types, with resulting degrees of confidence that varied across the different crack types and road functional classes. In addition, for each functional class and for each crack type, models were built to relate crack depth to crack width. The concept can be applied to other distress types, such as spalling, bleeding, raveling, depression, shoving, stripping, potholes, and joint distresses, when appropriate data are available.

Book excerpt: State Departments of Transportation (DOTs) are trying to utilize the best practices of managing low-volume roads (LVRs) due to limited resources and declined transportation funding. Diverse maintenance practices and fluctuating budget allocations are noticed on LVRs which significantly impact the overall pavement performance. In this study, the optimal scheduling of maintenance strategies and effectiveness of treatment options are investigated. Pavement maintenance decision making is supported by three approaches: subjective judgment of pavement engineers; historical data on past practice (i.e., historical pavement performance plots); and optimization-based procedures. The three approaches are integrated using a pavement management data of Colorado LVRs to provide guidelines and recommendations for Colorado DOT (CDOT) and other transportation agencies. The accumulated field experience of Colorado DOT’s pavement engineers is highlighted through a regional survey of practice. In addition, the effectiveness of low-cost treatments on the individual pavement distresses is evaluated using historical values of pavement condition indices. It was concluded that some surface treatments and recycling techniques are effective long-term treatments for fatigue, longitudinal, and transverse cracking. However, the effectiveness of these treatments depends mainly on the initial condition index. Then, an optimization analysis is conducted using genetic algorithms to provide cost-effective capital improvement plans statewide and for deteriorated LVRs with marginal pavement conditions. The large-scale optimization analysis is limited on LVRs for statewide maintenance planning. In this study, the developed optimization models have the ability to maximize the overall pavement condition of LVRs network considering an annual budget constraint. They can also minimize the maintenance costs to achieve desired performance targets by the end of the analysis period. It was concluded that most CDOT engineering regions do not have sufficient maintenance budgets to sustain the network-level pavement condition of LVRs. The results from optimization analysis provide more realistic solutions to define the budget needs on LVRs. Moreover, an effective decision-making process is achieved for each Colorado DOT’s engineering region using a machine-learning approach. Multiple treatment alternatives are proposed using artificial neural networks with pattern recognition algorithms. It was found that these approaches provide beneficial guidelines for managing LVRs in Colorado and nationwide. As a result of this study, transportation agencies can determine future budget needs, funding allocations, and treatment policies in order to demonstrate the best possible use of pavement management resources on LVRs.
