Book excerpt: Anthony Woodiwiss's pathbreaking book was the first substantive contribution to a sociology of human rights. In it, he takes up the question of whether so-called Asian values are compatible with human rights discourse and argues against human rights issues being the major obstacle to East-West co-operation. Dr Woodiwiss's sociological and post-structuralist approach to the concept of rights, and his incorporation of the transnational dimension into sociological theory, enable him to demonstrate how the global human rights regime can accommodate Asian patriarchalism, while Pacific Asia is itself adapting by means of what he calls 'enforceable benevolence'. His studies of Hong Kong, the Philippines, Malaysia, and Singapore highlight similarities between Pacific-Asian and Western societies and offer a positive view of the social forces obtaining in these territories.

Available in PDF, EPUB and Kindle. Book excerpt: Efforts to build bottom-up global labor solidarity began in the late 1970s and continue today, having greater social impact than ever before. In Building Global Labor Solidarity: Lessons from the Philippines, South Africa, Northwestern Europe, and the United States Kim Scipes—who worked as a union printer in 1984 and has remained an active participant in, researcher about, and writer chronicling the efforts to build global labor solidarity ever since—compiles several articles about these efforts. Grounded in his research on the KMU Labor Center of the Philippines, Scipes joins first-hand accounts from the field with analyses and theoretical propositions to suggest that much can be learned from past efforts which, though previously ignored, have increasing relevance today. Joined with earlier works on the KMU, AFL-CIO foreign policy, and efforts to develop global labor solidarity in a time of accelerating globalization, the essays in this volume further develop contemporary understandings of this emerging global phenomenon.

Book excerpt: This paper presents a semiparametric procedure to analyze the effects of institutional and labor market factors on recent changes in the U.S. distribution of wages. The effects of these factors are estimated by applying kernel density methods to appropriately 'reweighted' samples. The procedure provides a visually clear representation of where in the density of wages these various factors exert the greatest impact. Using data from the Current Population Survey, we find, as in previous research, that de-unionization and supply and demand shocks were important factors in explaining the rise in wage inequality from 1979 to 1988. We find also compelling visual and quantitative evidence that the decline in the real value of the minimum wage explains a substantial proportion of this increase in wage inequality, particularly for women. We conclude that labor market institutions are as important as supply and demand considerations in explaining changes in the U.S. distribution of wages from 1979 to 1988.

Available in PDF, EPUB and Kindle. Book excerpt: This report analyzes gender equality in the labor market and related policies and legislation in the Philippines, and concludes with recommendations to promote gender equality. Key mechanisms for attaining inclusive growth for women requires expanding employment opportunities and decent work outcomes for women to promote gender equality in labor markets. Economic growth in the Philippines, however, has not translated into sufficient employment growth and the employment growth has not been inclusive for women. Generally speaking, there has been little improvement in gender equality in the labor market, as measured by the share of women in waged employment in the nonagriculture sector. In the Philippines, the estimated proportion of women's annual earnings to men's annual earnings stands at less than 60%. However, employment growth alone is not sufficient to judge whether there is inclusive growth, especially in low-income countries where there is significant underemployment and a large informal employment sector. Gender inequality in the labor market is ascertained here by reference to seven gender gaps (or deficits for women): labor force participation, human capital, the unpaid domestic and care work burden, vulnerable employment, wage employment, decent work, and social protection. Despite a variety of gender-responsive legal and policy initiatives, an assessment of the labor market in the Philippines reveals that although some gender gaps have been reduced, women still suffer from persistent gender deficits.

Available in PDF, EPUB and Kindle. Book excerpt: Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

Book excerpt: This collection of work by leading scholars investigates the impact of the globalization process on some selected Asian economies and societies. With particular focus on the role of institutional factors such as labour unions or workers’ associations, case studies are presented on labour-management relations at the workplace that have evolved to cope with globalization. The cases describe labour institutions in the society as a social force that acts as a catalyst for societal democracy and for industrial democracy at the workplace. These cases provide descriptions of the changes in the management’s stance and approaches towards labour unions in the selected countries as well as at the organizational level over the last three decades when much of the industrialization process has occurred in Asia. A case study approach which enhances analytical and problem-solving skills of students A focus on the impact of globalization process in the East and Southeast Asia which is becoming more significant in the new economy Prepared by local Asian research scholars
