American business interests and the desire for a constitutional monarchy were pitted against the desire of the monarchs, King Kaläkaua and Queen Liliuokalani, to strengthen the power of the throne. The convulsions of the 1887 and 1889 revolutions were succeeded by the overthrow of the monarchy on January 17, 1893. Documents revealing the struggle over annexation, beginning in 1893, and the counterrevolution of 1895 are an important component of this volume. Annexation in 1898 was followed by a two-year period during which functions of government and laws were altered to conform to those of the United States. After the organic act became effective in 1900, vestiges of monarchical Hawaii disappeared and the history of the Territory of Hawaii unfolded. As with the previous volumes, Volume 4 is a record of printed works touching on some aspect of the political, religious, cultural, or social history of the Hawaiian Islands. A valuable component of this series is the inclusion of newspaper and periodical accounts, and single-sheet publications such as broadsides, circulars, playbills, and handbills. Entries are extensively annotated, and also provided for each are exact title, date of publication, size of volume, collation of pages, number and type of plates and maps, references, and location of copies.

Contemporary travel brochures and guidebooks of the 1870s sold tourists on the spectacular scenery of the West, and depicted its cities as extensions of the natural landscape—as well as places where efficient business operations and architectural grandeur prevailed—all now easily accessible thanks to the relative comfort of transcontinental rail travel. Yet as people flocked to western cities, it was the everyday life that captured their interest—the new technologies, incessant clatter, and all the upheaval of modern metropolises. In Manifest Destinations, J. Philip Gruen examines the ways in which tourists experienced Chicago, Denver, Salt Lake City, and San Francisco between 1869 and 1893, a period of rapid urbanization and accelerated modernity. Gruen pays particular attention to the contrast between the way these cities were promoted and the way visitors actually experienced them. Guidebooks made Chicago, Denver, Salt Lake City, and San Francisco seem like picturesque environments sprinkled with civilized buildings and refined people. But Gruen’s research in diaries, letters, and traveler narratives shows that tourists were interested—as tourists usually are—in the unexpected encounters that characterize city life. Visitors relished the cities’ unfamiliar storefronts and advertising, public transit systems, ethnic diversity, and multiple dwellings in all their urban messiness. They thrust themselves into the noise, danger, and cacophony. Western cities did not always live up to the marketing strategies of guidebooks, but the western cities’ fast pace and many novelties held extraordinary appeal to visitors from the East Coast and abroad. In recounting lively anecdotes, and by focusing on tourist perceptions of everyday life in western cities, Gruen shows how these cities developed the economy of tourism to eventually encompass both the urban and the natural West.

He surveys 39 coal mine disasters from around the world, including 19 in the United States since 1960, and concludes that mine fatalities are usually not caused by human error or the unstoppable forces of nature. He shows that a combination of punitive and educative measures taken against offenders can have substantial effects in reducing injuries to miners. Braithwaite not only develops a model for determining the optimal mix of punishment and persuasion to maximize mine safety, but provides regulatory agencies in general with a model for mixing the two strategies to ensure compliance with the law. To Punish or Persuade looks at coal mine safety in the United States, Great Britain, Australia, France, Belgium, and Japan. It examines closely the five American coal mining companies with the best safety performance in the industry: U.S. Steel, Bethlehem Steel, Consolidation Coal Company, Island Creek Coal Company, and Old Ben Coal Company. It also takes a look at the safety record of unionized versus non-unionized mines and how safety regulation enforcement impacts productivity.
